You Can Apply for OHP at Any Time of the Year.

OHP is Oregon's Medicaid and Children's Health Insurance Program. Enrollment is always open for OHP.

Medicare and private health insurance plans have open enrollment in the fall.

How to Apply

Apply Online:

To apply for OHP online, go to ONE.Oregon.gov and click "Apply Now." You will need to create a new ONE account if you don't already have one.

To have an application mailed to you, call ONE Customer Service at 1-800-699-9075. Help is available in many languages. All relay calls are accepted.

In person:

Find a local Oregon Department of Human Services (ODHS) office or OHP-certified community partner to apply.

Frequently Asked Questions

The Oregon Health Plan (OHP) is Oregon's Medicaid program. There are several health care programs available for low-income Oregonians through OHP.

  • OHP Plus for children ages 0-18 and adults ages 19-64
  • OHP Plus Supplemental for pregnant adults age 21 or older
  • OHP with Limited Drug for adults who qualify for both Medicaid and Medicare Part D

Other medical programs available include OHP Dental (dental-only benefits for Oregon Veterans and Compact of Free Association citizens), and Qualified Medicare Beneficiary.​

​Often, you can qualify for OHP and keep your private health insurance. If this happens, health care providers need to bill your insurance first. OHP then pays copays, deductibles and services your insurance does not cover.

Medicaid benefits do not travel from state to state. ​This means:

  • To get Medicaid in Oregon, you need to apply for OHP.
  • To cancel your Medicaid in another state, you need to contact that state's Medicaid program. Find your state's program.

​Report it as a change to OHP. Learn how to report changes to OHP.​

To complete an application, you will need information about you and the members of your household who want benefits, such as:

  • ​Name
  • Date of birth
  • Social Security Numbers for everyone who has an SSN
  • Contact Information, including a valid mailing address 
  • Proof of naturalization or immigration status
  • Income, expenses, and tax deductions for everyone on your federal income tax return
  • Any other health coverage, such as Medicare or private health insurance

If you applied with ODHS, your worker will let you know. It may be up to 45 calendar days after they get your completed application. If ODHS has to make an eligibility decision based on a disability, it may take longer.

If you do not receive anything after 45 days, you can ask about the status of your application. To do this, contact the office where you applied. 

If you applied by mail, you can call ONE Customer Service at 1-800-699-9075.​

If you applied online, you can view the status of your application in your dashboard at ONE.Oregon.gov​.​

Medicare is for people who are age 65 and older, are blind, or have a disability.

Private health plans and financial help are for people who earn too much for OHP.

The Oregon Prescription Drug Program is for people who are uninsured or underinsured for prescription drug coverage.
