Oregon state agencies, including the Oregon Department of Emergency Management (OEM), are required to develop Key Performance Measures (KPMs) to guide state investment in agency programs. Our measures include indicators related to accessibility, statewide exercise, hazard mitigation, audit accountability, 911 and employee engagement.
