State and Local Cybersecurity Grant Program (SLCGP)

Our nation faces unprecedented cybersecurity risks, including increasingly sophisticated adversaries, widespread vulnerabilities in commonly used hardware and software, and broad dependencies on networked technologies for the day-to-day operation of critical infrastructure. Cyber risk management is further complicated by the ability of malicious actors to operate remotely, linkages between cyber and physical systems, and the difficulty of reducing vulnerabilities.

The goal of State and Local Cybersecurity Grant Program (SLCGP) is to assist state, local and tribal governments with managing and reducing systemic cyber risk. Applicants for SLCGP funds must submit a completed application, which describes the nature of your project, your current cybersecurity posture, and capabilities, and how your project aligns with Oregon’s Cybersecurity Plan


Program Update: Round Two of the State and Local Cybersecurity Grant Program is now underway!  

Eligible applicants for competitive awards include local and tribal units of government. Local unit of government” means “any county, city, village, town, district, borough, parish, port authority, transit authority, intercity rail provider, commuter rail system, freight rail provider, water district, regional planning commission, council of government, Indian tribe with jurisdiction over Indian country, authorized tribal organization, independent authority, special district, or other political subdivision of Oregon.” Eligible projects must have a demonstrated nexus to achieving target capabilities related to improving, preventing, preparing for, protecting against, and responding to cybersecurity incidents and best practices.

Projects must implement at least one of the Oregon Cybersecurity Plan Service Catalog offerings. The Service Catalog offerings are based upon the Oregon Cybersecurity Plan and federal priority areas designated in the FY23 NOFO.

To apply for funding, you must do the following:

  1. Complete a grant registration form by September 1, 2024
  2. Submit a completed SLCGP project application by October 15, 2024
