GO EV Charge

GO EV Charge is a suite of online resources to help Oregon planners and decision-makers deploy electric vehicle charging projects that are equitable, cost-effective and that meet community needs while supporting statewide goals for electrifying transportation.

Oregon has set ambitious goals for transitioning light-duty vehicles from internal combustion engines to zero emission alternatives. Deploying sufficient EV charging to support this transition is critical. ODOT's 2021 Transportation Electrification Infrastructure Needs Analysis (TEINA) highlighted the need for substantial investments in public EV charging to keep up with EV adoption rates through 2035. This webpage provides resources for the many organizations that will be installing EV charging and are key players in this transition.

  • Guide for Oregon EV Charging Deployment – a comprehensive guide on EV charging basics, best practices in design and equitable siting, planning level cost estimates, and more.

  • TEINA Dashboard – a user friendly, customizable Excel tool with annual estimates for EV charging needs by geographic region.

​​This 2023 Guide supports people and organizations interested in developing public EV charging infrastructure in Oregon for cars, trucks, and SUVs. The guide builds on ODOT’s foundational work – the 2021 TEINA study  – by offering “how-to” information for installing EV charging in Oregon. The guide is organized into five chapters:

  1. EV charging basics.
  2. Best practices for planning, design and deployment of EV charging.
  3. Planning level cost estimates.
  4. Planning and deployment approach.
  5. Priority focus areas for EV charging.


The EV Infrastructure Planning Map is an interactive mapping tool to help local planners and decision makers identify priority areas for EV charging in their communities. The tool ranks census tracts by priority for siting Level 2 and DC fast chargers based on equitable distribution, filling network gaps, and high station utilization. The map also includes additional data layers providing context around population, land use and traffic that will help users customize their analysis based on their specific co​mmunity needs.  ​


​ODOT’s TEINA Dashboard provides local planners and other stakeholders with the ability to see EV charger estimates needed in their area to support state EV adoption goals. This user-friendly Excel spreadsheet breaks out ODOT’s EV charging estimates by year and by geographic region, including by county, municipality or census tract. Users can also explore alternative assumptions and assess how that affects the mix of EV charging needed, and when it will be needed.​
