OR 219 Crossing Improvements

Aerial photo of NewbergWe focused on crossing improvements at locations along OR 219/E 1st Street that work with the ADA curb ramp projects we already have in progress. 

Based on feedback from the community, we learned:
  • Where it's difficult to cross the street on OR 219/E 1st Street and the OR 99W couplet.
  • Safety is your primary concern, including difficult crossings, narrow or missing sidewalks and traffic speed. 
  • The OR 219 and Everest Road intersection is a key location.
Keeping this in mind, we came up with proposed improvements to include in the study that work with our upcoming ADA curb ramp project. These proposed improvements need funding before we can start to design and create a construction schedule.

Some of the improvements we're looking at are:

  • ​Extending the curb at E 1st Street and OR 99W to help define the intersection.
  • Applying new striping to make it easier to see the existing crosswalk on E 1st Street at S Church Street.
  • We may explore installing a raised crosswalk at this location. ​​
  • Adding an extended curb north of S Church Street.​
  • Upgrading the existing curb ramps and sidewalks to meet ADA requirements.

Some of the improvements we're looking at are:

  • Installing a new crosswalk and ADA curb ramps across E 1st Street at Villa Road.
  • Adding a new sidewalk on the south side of E 1st Street.
  • Improving the existing crosswalk with ADA curb ramps, new striping, upgra​​ded pedestrian-activated flashing lights and signs. 
    Some of these improvements would be temporary and could be removed with future more permanent solutions, like a roundabout.

Based on our previous outreach, feedback from the city and analysis by our team, we found that this intersection needs significant improvements to address safety concerns and how traffic moves through the area. 

To identify the most appropriate improvement, we completed an Intersection Control Evaluation. A single-​lane roundabout is the recommended solution to address the concerns. Our team is creating a cost estimate for this project to help us look for funding to start the design and plan for construction. 

We'd separated this work into two phases. Phase 1 would include low​​er-cost solutions, such as applying striping. Phase 2 woul​d include permanent improvements and expanded sidewalks.
