About the Pilot

A burned camp before clean-up

This pilot is a partnership between ODOT, Central City Concern and Columbia Sportswear to privately fund removal of both litter and graffiti on specific state highways in downtown Portland. The pilot started in February 2024.

The work area includes the following: 

  • I-405 from SW Naito Parkway to NW Naito Parkway 
  • US 26 from I-405 to the Vista Ridge Tunnel 
  • US 30 from I-405 to NW Nicolai Street 

Through this partnership, ODOT hired a contractor to paint over graffiti and Central City Concern established a clean-up team to address litter in these areas. 

Measured outcomes of the work since February 2024 are included on the table below.

Graffiti clean-up through the pilot is funded through July 2024. Litter clean-up funding is expected to continue through the end of 2024. 

We intend to develop a future Sponsor-a-Highway Program based on this pilot, to create an opportunity for private funding of clean-up efforts throughout the state.

In Sept., there were 21 tag clusters removed, and 87 gallons of paint and 7 cans of spray paint used on I-405, which cost $6,743.
