Project Controls Office

The Oregon Department of Transportation's Project Controls Office facilitates the processing of PS&E submittals in preparation for contracting by the ODOT Procurement Office, manages the Oregon Standard Specifications for Construction, and performs cost estimating and bid analysis for construction contracts.

Cost Estimating

Our cost estimating team prepares the official Engineer's Estimate prior to bid and the bid analysis after bid for most ODOT transportation construction projects. Our team also manages ODOT's construction cost estimating systems and standards, prepares wage rate information for contracts, and publishes asphalt, fuel and steel cost information referenced in ODOT contracts. We support project analysis efforts, including risk management, value engineering, and constructability reviews and alternative contracting.
