Become a SNAP outreach partner

The Oregon Department of Human Services works with partners to help people apply for and keep their SNAP benefits.

SNAP outreach connects with people who may not know much about SNAP program benefits or how to access them. This includes older adults, veterans, legal immigrants and working people.

How to get started

Contact the SNAP Outreach coordinator at snap.outreach@odhsoha.oregon.gov to request an Outreach Provider Proposal Packet. The packet includes:

  • A proposal template to define quarterly and annual goals for outreach as well as steps for evaluation of those ​goals.
  • A budget template to assist you in organizing your allowable cost associated with your proposal.
  • A toolkit to help you get started in your outreach efforts, including an overview of SNAP and resources to order materials.

All new outreach partner proposals are due to ODHS no later than June 1 to be considered for the following fiscal year, which begins in October.

If your organization needs help establishing goals and activities, creating a proposal, or setting a budget, the ODHS SNAP Outreach Coordinator can help.​

By becoming a SNAP outreach partner, you can:

  • Complement the important services you already provide to your clients.
  • Reduce barriers to needed programs. Helping people access SNAP opens the door to other benefits and resources they may need, like free or reduced-price meals for children at school and utility assistance.
  • Receive 50 percent reimbursement of allowable cost for activities you are already completing.
  • Help the Oregon economy and local food retailers, farmers and suppliers. For every $1 in new SNAP benefits, $1.80 is generated in economic activity.

As a SNAP outreach partner, you will:

  • ​Provide in​formation on SNAP to members of your community, explain the benefits of participating in the program, and help people apply.
  • Receive quarterly updates and training from ODHS
  • Receive tailored trainings to support outreach activities
  • Inform goals and vision for the program
  • Receive technical assistance through the proposal and invoice process from an ODHS SNAP Outreach Coordinator
