Overview of QC reviews

The federal government requires Oregon to review how we give out SNAP benefits. Households are randomly selected for review each month. The review includes a short interview.

A Quality Control team checks to make sure people are getting the right benefits. They also make sure SNAP payments are correct. They analyze the results to see if Oregon can improve our SNAP program in the future. The Quality Control team is separate from the staff at call centers or local offices.

The QC review is not the same as the periodic report. You still need to do your periodic report even if you are selected for a QC review.

Notice

  • If you are selected for a review, you are not in trouble, but you need to cooperate with the review. 
  • If you don't participate, your SNAP benefits will stop. You won’t be able to get SNAP benefits for a period of time or until you do the review. Your case could also be sent to the Fraud Investigation Unit.

About SNAP QC reviews

The reviews are required by the federal government. They make sure the Oregon Department of Human Services processes SNAP benefits correctly and that people are getting the benefits they should receive.

Oregon could lose federal funding to support the SNAP program.

A special team that works separately from the staff at call centers or local offices does the reviews. They are called the Quality Control team.

Interviews

Yes. ​​If your household is chosen for a review​, you must have an interview as part of the review process. 

This interview is similar to the one you had when you applied for ​benefits. It usually lasts about 30 minutes, depending on how many people are in your household an​d your situation.​

​SNAP Quality Control interviews are usually done over the phone. If you need accommodations, we can arrange for an in-office interview or use Facetime, Zoom, etc.

If your case is ​chosen for review, your assigned reviewer will schedule a day and time to meet with you. You will get a letter with details.

During the interview, the reviewer will ask questions about the specific month and timeframe noted in your appointment letter. They may need to ask you for verification or more information. If you need help getting the information they ask for, you can sign the release of information included with your appointment letter so the reviewer can try to help you.​

The interview is similar to the one done by a local office during the application process. However, the QC team is required to verify the information provided in the application. In Oregon, some details like residence, household composition, utility expenses, and shelter costs, can be verbally stated when you apply, but they must be verified during a QC review.​

​You can do the interview over the phone. You'll get a letter in the mail with the scheduled date and time of your interview.

If the appointment isn't convenient, please contact your reviewer as soon as possible to reschedule. If you need accommodations, let your reviewer know. They can arrange for an in-office interview o​r use Facetime, ​Zoom, etc. Your reviewer's contact information will be in ​the letter we send you.

​Contact your assigned reviewer to confirm or reschedule your interview. Their contact information will be in the letter we sent you. You can reach them by phone, email or text. 


Participation

N​o. We are required to finish the review even if you don't cooperate. 

​Households that don't cooperate with the review will have their benefits closed. They won't be eligible again until they cooperate. Households that don't cooperate could also be referred to the Fraud Investigations Unit.

The sanction will continue until your household cooperates with the review process or until 125 days after the end of the annual review period. You can find the end date of the annual review period on the disqualification notice sent by the QC team. Verification

M​ost importantly, yourself! Your appointment letter will list the specific things we need from you. During the interview, your reviewer will let you know if they need anything else.

You should still do the interview and don't worry.

During the interview, the reviewer will try to help you with the necessary verifications. After the interview, you might get a notice asking for more documents. Please submit these documents by the due date listed on the notice so you don't lose your ​benefits.

We offer several safe ways to submit documents. You can submit them directly to your assigned reviewer by email or text. You can also fax documents to 503-378-8645 or mail them to the address below using the prepaid ​envelope provided.​
