Overview of QC reviews

Oregon's Quality Control team conducts federally mandated reviews to ensure that the Oregon Department of Human Services (ODHS) has processed SNAP benefits correctly and that people are getting the benefits they should receive.

The team reviews the Supplemental Nutrition Assistance Program (SNAP) for eligibility and payment accuracy. The reviews collected by the team are analyzed and used for future program improvements.




Notice

Households that don't cooperate with the Quality Control review will have their SNAP case terminated and future benefits denied.

In addition, their case may be referred to the Fraud Investigation Unit for willful misrepresentation.

About SNAP QC reviews

The reviews are required by the federal government to ensure that the Oregon Department of Human Services (ODHS) has processed SNAP benefits correctly and that people are getting the benefits they should receive.

The reviews are done by a special team that works separately from the staff at call centers or local offices.

No, the QC review provess is separate from other requests sent by ODHS. Households are still required to respond to requests for verification, complete periodic reports and recertification documents.​​​

No, the QC review team is not able to make changes to your ongoing benefits case. All change reporting should be made to the local office or virtual eligibility center for timely processing.​


Interviews

Yes. ​​If you get SNAP benefits, you must have an interview as part of the review process. This Quality Control interview is mandatory and similar to the one you had when you applied or re-evaluated your benefits. It usually lasts about 30 minutes, depending on how many people are in your household and your situation.​

​Quality Control SNAP interviews are typically conducted over the phone. How​ever, if you need accommodations, we can arrange for in-office or video appointments, such as Facetime or Zoom.

Once your case is chosen for review, your assigned reviewer will arrange a day and time to meet with you. During the interview, you will be asked questions about a specific month and timeframe indicated in your appointment letter. If further verification is required, the reviewer will request the necessary information from you. If you encounter difficulties obtaining verification or need assistance, please sign the release of information included with your appointment letter so the reviewer can try to help you.​

The interview is similar to the one conducted by your local office during the application process. However, the QC team is required to verify all statements provided to the agency at the time of application. In Oregon, certain details, like residence, household composition, utility expenses, and shelter costs, may be verbally stated during application but must be verified during the federal QC review.​

​You can stay at home; most interviews are conducted over the phone. You'll receive a letter in the mail with the scheduled date and time of your interview. If the appointment isn't convenient, please contact your reviewer promptly to reschedule. For any other accommodations you may need, just inform your reviewer.

Participation

N​o, we are required to continue the review process regardless of your household's cooperation.

​Households that don't cooperate with the review will have their benefits closed and will not be eligible again until they cooperate. Additionally, households that don't cooperate may be referred to the Fraud Investigations Unit.

The sanction will continue until your household cooperates with the review process or until 125 days after the end of the annual review period. You can find the end date of the annual review period on the disqualification notice sent by the QC team. If you can't find your notice, please contact us for help at unit.quality-control@odhsoha.oregon.gov​ or 503-373-7991.

​Households must cooperate with the QC review process. If you're unsure about what's required to cooperate, contact the QC team.


Verification

M​ost importantly, yourself! Your appointment letter will list the specific items we need from you. During the interview, your reviewer will let you know if anything else is needed.

Still attend the interview and don't worry.

During the interview, the reviewer will try to help with necessary verifications, such as obtaining contact information from a third party. After the interview, you may receive a notice asking for additional documents to complete the review. Please submit these documents by the due date listed on the notice to avoid loss of benefits.

We offer several safe ways to submit documents. You can submit them directly to your assigned reviewer via email or text. You may also fax documents to 503-378-8645 or mail them to the address below using the postage-paid return envelope provided.​
