Notice of Rulemaking

LUBA has amended its administrative rules. The amendments remove erroneous references and update the agency's address for filing purposes. Effective January 15, 2025, the rule amendments can be found here.

Tribute to Michael Holstun

On December 17, 2024, former LUBA Board Member Michael Holstun passed away. Board Member Holstun was the longest-serving LUBA Board Member, serving for a total of 28 years, first from 1987 to 1995, and again from 1998 to 2018, when he retired.  He was fiercely committed to LUBA's success, and a dedicated supporter of Oregon's land use planning program. He loved his family, and he loved Oregon's special places, from Eagle Cap to Fossil to Cannon Beach and all the special places in between.  His contribution to LUBA during his 28 years of service is immeasurable, and LUBA and Oregon are a better place for his dedication and commitment to excellence.

LUBA personnel are unable to share private personal contact information or memorial service details.

2025 LUBA Board Member Changes 

In early 2025, LUBA Board Members Melissa Ryan and Michelle Rudd will depart from LUBA after many years of distinguished and dedicated service. We celebrate their contributions and wish them the best. Board Chair H. M. Zamudio continues to serve and lead LUBA. Governor Tina Kotek has nominated Fred Wilson and Tod Bassham for the two LUBA Board Member positions. The Senate Committee on Rules will consider those nominations in early February.
