GIS Software Standard
In 2008, the State of Oregon codified in Oregon Administrative Rule (OAR 125-600-7550) an enterprise GIS software standard for executive branch agencies, boards, and commissions. The purpose of this rule is to establish a common, enterprise GIS Software standard to promote the creation, use, and exchange of geographic data and geospatial intelligence within and between state agencies. The Standard allows Oregon to leverage the buying power of the broadest possible user base.
To achieve the purpose described above, the standard for GIS Software for Oregon state agencies is the scalable suite of Environmental Systems Research Institute, Inc (Esri) software applications. Esri Enterprise Agreement
Since March 2009, the State of Oregon and Esri have maintained an Enterprise Agreement (EA) by which eligible agencies in Oregon can acquire Esri GIS software, applications, and services. The Geospatial Enterprise Operations administers the EA for the State and all Esri product acquisitions by state agencies must occur via GEO unless an exception has been granted as stated in OAR 125-600-7550.
Agencies that would like access to Esri products and services can become a participating agency by contacting the State Geographic Information Officer (GIO), Rachel L. Smith, and signing an Inter-Agency Agreement (IAA). Agencies are required to report on license use each year and will be billed for their participation in the EA. Contact the GIO to get started.

Oregon ArcGIS Online
ArcGIS Online is a cloud-based GIS platform available to all State agencies and business partners. If you would like to use Oregon’s ArcGIS Online, first check to see if your agency is already participating. If your agency is listed, you can request an account through your agency contacts listed in the table below.

Working with External (non-State) Users/Business Partners
State of Oregon agencies often partner with other organizations and consultants as part of their daily operations. The State’s ArcGIS Online organization is specifically for state agency employees only. Therefore, Oregon uses Community Accounts to share and collaborate securely with users who are not employees of the State. Community Accounts are created in a separate ArcGIS Online Community Organization and assigned to the respective partner agency.
If the partner user already has an ArcGIS Online account through their employer, they can be invited to Oregon ArcGIS Online groups without the need for a Community Account. When inviting an external user into an ArcGIS Online group, the user will need to make sure their profile is 'public', so they are findable within ArcGIS Online.
If the partner user does not have an existing ArcGIS Online account, GEO can create a new account within the 'Community Organization'. Once the account is created, the agency will invite the user to one or more groups within the Oregon ArcGIS Online Organization. Partner users will only have access to content through group sharing.
State agencies can request new community accounts

GIS Training
Through the Esri EA, participating agency employees can take free or discounted training courses. Courses that cost the State are registered through and invoiced by GEO.
Esri provides a complete catalog of their available training offerings. All the self-paced web courses are free to State employees. To gain access, users must link their ArcGIS Online account to the State’s enterprise account. Please refer to your agency’s primary contact shown in the table above or contact GEO for assistance.
Agencies can also request instructor-led (on-site and off-site) training for additional fees. Agencies will be billed for these courses at the end of each fiscal year.

GIS Program Leaders (GPL) are a group of GIS leaders across state agencies. GPL is a technical multi-agency group that meets monthly to focus on current and future trends of GIS technologies. Members share their expertise and propose solutions to help their peers. GPL promotes the use of GIS and data sharing across state agencies.
