Vehicle Testing Fee:

  • In the Portland Area, the vehicle testing fee is $25. This fee is due only after your vehicle receives a passing test result, and is issued a Certificate of Compliance.
  • There is no charge if your vehicle fails.
  • Payment options include Cash, PIN-less Debit/Credit card (VISA, MasterCard or Discover) or money order.

Vehicle Registration Fees

Although the Vehicle Inspection Program is authorized to collect vehicle registration fees as part of registration renewals, these fees are separate from vehicle testing fees. These State (DMV) and County fees, which are subject to change, are linked below.

Be sure to bring:

  • Your entire DMV registration renewal form with sections 1 (insurance information) and 2 (signature of owner) completed to receive renewal tags.

  • DEQ accepts Cash, PIN-less Debit/Credit card (VISA, MasterCard or Discover) or money order to pay for the emissions test AND your DMV registration fees.

A few things to remember:

  • PLEASE NOTE: For the safety of staff, the public and our furry friends, we encourage pets not to visit us when coming to a DEQ testing station. Service animals are welcome.

  • No smoking or tobacco use on State of Oregon property

  • Please turn off cell phones in the testing lane

  • Excessively smoking vehicles will not be tested

  • Make sure your vehicle is in good working condition

  • Vehicles that pose a safety hazard will not be tested

  • Trailers, towed vehicles or other mobile equipment must be disconnected from the vehicle prior to testing

  • No motorhome or vehicle over 20 feet can be tested at the Scappoose location due to new property access limitations for larger vehicles to safely make the turn. These vehicles can be tested at all other DEQ Clean Air Stations

  • Motorcycles, off-road vehicles, trailers and any other vehicle not required to have an emissions test must have VIN inspections performed at the DMV
