Management Education


The management education offerings are classroom courses, online courses, and resources for all Oregon state agencies, boards, and commissions. The purpose of these offerings is to equip state managers with the necessary skills to be successful. To learn more about each program select the title to view the program description and links to additional information.



The purpose of the Emerging Manager course is to identify the knowledge and skill you currently have and strengthen those you wan tot develop in relation to the enterprise manager competencies. You will complete a plan for developing yourself to become ready for a management role. This is an instructor-led training program offered virtually with some offerings in-person in Salem.

This program is for new managers and an excellent refresher for experienced managers. This program covers foundational management that can be applied immediately.  This is an instructor-led program with 8 or 9  days of in class time spread over eight or nine weeks (1 session per week), delivered virtually or in-person. This course is required for all new managers to complete within the first four-months in their management position.

​This program is for experience managers who are new to Oregon State government. It provides seasoned managers the information and tools they need to transition their prior experience to the state government environment. This will be an instructor-led program and is offered virtually.

​State law requires DAS to provide training for new board/commission members and executive directors of a small entity. To meet the requirement of the law, an online training has been developed. The training must be completed within 6 months of the start date of a new board/commission member or the appointment as an executive director of a small entity.

There are several online trainings available that are focused on specific topics. To access any of these online trainings, select the title of the course which is linked to Workday. 


Maintaining a Drug-Free Workplace
As a manager or supervisor, you are in a unique position to play a major part in a successful drug-free workplace. This training covers how to identify and address issues that may impact an employee's job performance, other employees, or the people they serve.


Overview of the State's Classification and Compensation System
This training provides an overview of the classification and compensation systme in Oregon State Government.


Intimate Partner Violence
This training meets the training requirements of State HR Policy 50.010.04 Workplace Effects of Domestic Violence, Harassment, Sexual Assault, and Stalking. It covers characteristics and effects of domestic violence, harassment, sexual assault, and stalking; the responsibility of an employer; and ways to respond when an employee self discloses or requests referral information.


Preventing Discrimination, Harassment, and Sexual Harassment in the Workplace
This training is designed to provide all employees, volunteers, and board and commission members an overview of inappropriate workplace behavior, discrimination, workplace harassment, and sexual harassment; laws and policies; responsibilities of employees and managers; reporting; and investigations. The training link is updated annually. 


How to Write a Position Description​
 This training covers how to write and maintain effective and accurate position descriptions. It covers the purpose of a position description, the different sections in a position description, and how to complete each of the sections.


Overview of State Government​
This orientation welcomes all new employees to state service providing an overview of state government, working in state service, and the benefits and resources available to all state employees.

​The State Manager Reference Guide​ provides managers and supervisors with a quick orientation to and overview of state government operations, procedures, and requirements that affect all agencies. 

The Executive Resources page​ is intended to help you find the answers you need to lead your agency. 

The Enterprise Values and Competencies, Competency Guide for Managers​ is a resource to assist managers in understanding, developing, and demonstrating the competencies required for individual and organizational success. ​

Oregon state government now uses the Performance Accounability and Feedback (PAF) module requiring managers to conduct quarterly check-ins with their employees.
