Capital Construction Projects Legislatively Approved

Summary of Capital Construction Subcommittee Action provides six-year expenditure limitation for capital construction projects. Projects in excess of $1.0 million for the acquisition of land and the acquisition, planning, constructing, altering, repairing, furnishing, and equipping of building and facilities are categorized as capital construction projects.

2022 SB5702

​$17,000,000 Other Funds (Article XI-Q Bonds and Capital Project Fund) increase to the Wilsonville project established in 2021 legislative session to make facility renovations, tenant improvemets, and related site improvements to ready the building for use by multiple agencies. The increase brings total Other Funds capital construction expenditure limitation approved for the project to $77,000,000. ​

​$10,000,000 Other Funds (Capital Project Fund) for security upgrades and capital improvements to state facilties. ​



2021 SB5506 

​$15,500,000 Other Funds (Capital Projects Fund) for various capital and tenant improvements in multiple DAS-owned buildings. These improvemets include: roof replacements for the Commerce Building, Salem Motor Pool, and the Agriculture Building; replacement of lighting packages and supporting electrical infrastructure for energy efficiency in multiple buildings; replacement and upgrade of elevator controls in various facilities; and upgrades to HVAC systems in multiple buildings.​

​$10,000,000 Other Funds (Capital Projects Fund) is approved to design and construct mothers' lactation rooms, welness rooms, and geder neutral bathrooms in multiple DAS-owned buildings, ​

​$2,750,000 Other Funds (Capital Projects Fund) to make structural and seismic safety repairs and storm water handling system repairs to the Capitol Mall parking structure as well as irrigation system repairs in the Capitol Park above the parking structure. ​

​$1,500,000 Other Funds (Capital Projects Fund) for parking lot and street improvement projects at the Dome Building and Yaquina Hall in OSH North Campus. ​

​$2,000,000 Other Funds (rent revenue) to design innovative solutions to implement during capital construction projects such as heat recovery, lighting and building controls, insulation, or daylighting technologies and evaluate the return on investment for traditional solutions versus high efficiency modern technologies. ​

​$2,000,000 Other Funds (Capital Project Fund) to install electric vehicle (EV) charging stations and perform surface replacement and upgrades in multiple state-owned parking lots. ​

​$45,000,000 Other Funds (Article XI-Q Bonds) to renovate the Executive Building, including seismic updates and upgrades of the exterior envelope and the building systems including electrical, mechanical, plumbing, and fire sprinkler systems. ​

​$60,000,000 Other Funds (Article XI-Q Bonds) to renovate the North Valley Complex and make tenant improvements and related site improvements to ready the building for use by multiple agencies. ​

​$4,000,000 Other Funds (Article XI-Q Bonds) to pave the existing gravel Yellow Parking Lot in the Capitol Mall area and make necessary site improvements related to storm water, landscaping and other stie improvements. Project also includes a public electric vehicle charging component. ​



2020 HB5201

2019 HB 5006

Deferred Maintenance
​$10,524,000 Other Funds (Capital Projects Fund) for various capital and tenant improvements in multiple DAS-owned buildings. These improvemens include: roof replacements for the Executive Building, Human Services Building, Revenue Building, Publishing and Distribution, and the General Services Building Annex; resealing and flashing the roof of the State Data Center; energy efficient upgrades to lighting and control systems for the Agriculture Building, Public Service Bulding, and Department of Environmental Quality Building; addition of redundant power supply for the Agriculture Building; and upgrades to boilers, heaters and HVAC systems in multiple buildings, including the Labor & Industry Building.

Justice Building Exterior Updates
​$5,000,000 Other Funds (Article XI-Q Bonds) to replace wood window casements with double hung, vented or sliding windows and install an additional ten secondary electrical distribution panels and feed power transformers and circuit breakers.

Revenue Building Electrical System Upgrades
​$10,000,000 Other Funds (Article XI-Q Bonds) to plan, design, and replace the electrical and HVAC system components of the building.

Portland State Office Building Upgrades
​$8,600,000 Other Funds (Article XI-Q Bonds) to repair the roof, replace exterior windows, update security, upgrade the HVAC system, and install high efficiency lighting and lighting controls.

Wilsonville Building Purchase
​$24,000,000 Other Funds (Article XI-Q Bonds) to acquire a 175,000 sq. ft. facility in Wilsonville that offers warehouse, lab and office space as welll as high-bay doors.


2018 HB 5201

Mill Creek
​$6,250,000 for infrastructure​ improvements at the Mill Creek Corporate Center. Infrastructure improvements at the Center are necessary for parcels to be sold and developed. These improvements are paid for with proceeds from land sales at the Center. 

Hillcrest
​$550,000 to secure and maintain the former Hillcrest Youth Correctional facility transferred to DAS by OYA as surplus property. Final disposition is expected to occur in the 2019-21 biennium. ​


2017 SB 5506

Mission Critical Building
​​$4,579,431 preliminary planning and design funds for mission critical facility on Yellow Lot in Salem referred to as the Resilience building​. SB5701 [2018] added $2,500,000 for a total of $7,079,431 and changed project name to Oregon Resilience Buildings (ORB1 and 2). 

Department of Human Services Upgrades
​$3,743,000 for upgrades to Department of Human Services building.

Employment Building Upgrades
$6,236,000 for Employment building upgrades.​​​

Electrical Upgrades and Replacements
$3,890,000 to upgrade electrical capacity and replace lighting in several state buildings.​​​

Capitol Mall Parking Structure Study and Upgrades
$2,926,000 for Capitol Mall Parking Structure study and upgrades.​

Planning
$500,000 to contract with various architects, engineers, and other specialists to develop feasibility analyses and reliable cost information for medium to small-sized projects.​

Boiler and Heating Upgrades (HVAC)
$1,234,000 for boiler and heating upgrades​. HB5006 [2019] extended expenditure limitation to June 30, 2021.

Portland Crime Lab Upgrade
​$1,162,000 for upgrades to Portland Crime Lab.

Parking Lot Upgrades
​$3,500,000 for multiple parking lot upgrades​

Portland State Office Building Renovation
$13,146,000 for renovation of Portland State Office Building​

State Data Center Power Upgrades
$11,000,000 for electrical power upgrades at the State Data Center.​

Elected Official Staff Relocation
$6,300,000 for Capitol building staff relocation during seismic upgrades.​
