The Oregon Apprenticeship Tracking System (OATS) is for program adminstrators only, for the purposes of reporting information. Access will not be given to apprentices or training agents.
As of March 1, 2021, all meeting minutes and actions must be submitted through the OATS online portal. Programs are no longer able to submit minutes for processing to BOLI.

The Oregon Apprenticeship Tracking System, or OATS, is a web application required to be used by registered apprenticeship programs to document all actions and activities throughout the life-cycles of apprentices, training agents, and committee members. OATS allows administrators and coordinators to have quick access to information about the status of apprentices and training agents as well as an overview of the demographics of their program(s).
This system allows program administrators to:
- Register new apprentices and training agents
- Add and update apprentice, committee member, and training agent contact information directly; without having to record it in committee minutes
- Report on the progression, status, termination, and completion of registered apprentices.
