2024: ADPC Preliminary Report and Recommendations in Accordance with House Bill 4002 Section 11
Section 11 of House Bill 4002 (2024) required the ADPC to conduct a study of barriers to and best practices for: (a) youth accessing opioid use disorder treatment; and (b) increasing access to medications for opioid use disorder (MOUD) treatment. The bill required the ADPC to create a youth strategic plan in conjunction with the System of Care Advisory Council (SOCAC) and strategies to remove barriers to MOUD treatment by September 15, 2025. The bill also required the ADPC to report to the legislature interim progress to each plan’s development and preliminary recommendations by September 30, 2024 – the following report adheres to that requirement:

2022: Oregon Substance Use Disorder Service and Gap Analysis
In collaboration with Oregon Health Authority and Oregon Alcohol and Drug Policy Commission (ADPC), researchers from the Oregon Health and Science University - Portland State University School of Public Health (OHSU-PSU SPH) conducted an inventory and gap analysis of service delivery resources available in Oregon to address substance use disorder prevention, harm reduction, treatment, and recovery.
