About Us

Program Design and Evaluation Services (PDES) is a unique research and evaluation unit within both the Multnomah County Health Department and Oregon Public Health Division. The PDES team of experts provides a full range of professional services to design, evaluate, and refine public health programs.


Professional Services

Program Design

PDES designs public health interventions and demonstration projects by identifying and applying best practices. Research and evaluation projects generate knowledge about promising new approaches.

Program Evaluation

PDES evaluates the effectiveness of public health itnerventions and provide actionable, evidence-based recommendations for program improvement. This work helps organizations make the best decisions, dispel miconceptions, inform policy, and shape care. As an external partner, PDES is able to provide clients an unbiased view of the work, a high level of expertise, and deep experience dealing with complicated issues.

Applied Research and Surveillance

PDES has expertise in quantitative and qualitative methods, advanced statistics, community-based participatory research, cost-effectiveness studies, and surveillance. The program works with communities to generate knowledge and apply findings.

Technical Assistance

We consult with a variety of public health programs in all service areas, increasing internal capacity and improving outcomes.

Increase Funding for Public Health

PDES helps clients secure project funding and generate new funding opportunities for program development and evaluation.


Mission

Provide ongoing evaluation support to county and state programs, initiate and conduct applied research studies, and contract with organizations across the country to improve community health, shape public policy, and reduce health disparities.
