In addition to the public meetings and processes of the Higher Education Coordinating Commission (HECC), the HECC agency supports several advisory boards and public bodies. On this page you can learn about the responsibilities of these advisory public bodies and find links for public meeting details and materials.
For all the advisory public bodies (boards, councils, committees, commissions, consortia, and task forces) described below, meetings are posted on the websites linked to below and on the Oregon Transparency site.

Advisory Boards and Public Bodies
Credit for Prior Learning Advisory Committee
Many Oregon institutions offer Credit for Prior Learning (CPL) as a way for individuals to obtain credit for learning that occurs outside of traditional college-level coursework. The HECC convenes a CPL Advisory Committee to consider policy issues with respect to CPL and to report to the Legislature on Oregon’s progress in increasing and improving CPL opportunities across the institutions. The CPL Advisory Committee is supported by staff of the
HECC Office of Community Colleges and Workforce Development.

Future Ready Oregon Industry Consortia
The HECC convenes three separate, statewide Industry Consortia representing the healthcare, manufacturing, and technology industry sectors. The strategic work of the Consortia was launched with the
Future Ready Oregon investment package. The purpose of each Consortium is to establish strategic partnerships, develop structured processes to address mutual industry goals, identify industry-specific workforce needs, develop recruitment strategies to increase equitable workforce participation, and promote programs and activities in the priority industry sectors. The Consortia public meetings are supported by staff of Future Ready Oregon in the
HECC Office of the Executive Director.

Oregon Youth Works Advisory Board
The Oregon Youth Works Advisory Board is a public advisory board that provides advice on and oversees the implementation and alignment of youth workforce programs. Established by House Bill 3563 (2023), this is the advisory board for the HECC’s
youth workforce development programs, effective January 1, 2024. The Board holds public meetings and is supported by staff of the HECC
Office of Workforce Investments.

OregonServes Commission
The OregonServes Commission (previously called the Oregon Volunteers Commission) is a Governor-appointed commission that advises and supports the work of OregonServes. OregonServes promotes and supports AmeriCorps, volunteerism, and civic engagement activities statewide to strengthen Oregon communities. The OregonServes Commission meetings are public and supported by staff of the
HECC Office of Workforce Investments.

Oregon Workforce and Talent Development Board
The Oregon Workforce and Talent Development Board (WTDB) is the overall advisory board to the Governor on workforce policy and plans and focuses on equitable prosperity for all Oregonians. Appointed by the Governor under the Workforce Innovation and Opportunity Act, the WTDB works to align state workforce policy and resources with education and economic development, promote Oregon’s talent development system, and hold the workforce system accountable for results. The WTDB is supported by staff of the HECC Office of Workforce Investments.

Private Career School Advisory Committee
The Private Career School (PCS) Advisory Committee advises HECC agency staff with respect to education provided by the private career schools in Oregon. The Committee is made up of school owners, administrators, students, and one member of the public. The PCS Advisory Committee is supported by staff of the HECC Office of Private Postsecondary Education.

Transfer Council
The Transfer Council focuses on improving transfer and articulation across the 24 public institutions statewide to better serve Oregon students. Legislation in 2021 created the Transfer Council and charged it with developing recommendations to the Higher Education Coordinating Commission (HECC) on new transfer and credit policies and agreements, furthering statewide work underway to streamline transfer pathways. The Transfer Council and its subcommittees are supported by the
HECC Office of Academic Policy and Authorization, University Coordination unit and the
HECC Office of Community Colleges and Workforce Development.
Other Councils and Public Bodies
Senate Bill 269 Advisory Committee, Sexual Misconduct Survey Council
The HECC convenes numerous other councils and public entities, some of which are temporary charges given by the Legislature. The

Public Bodies No Longer Supported by the HECC
- The Oregon Conservation Corps (OCC) Advisory Committee and the Oregon Youth Corps (OYC) Advisory Board were discontinued as of January 2023. This work is replaced by the work of the new Oregon Youth Works Advisory Board. For records of past public meetings of the OCC and OYC advisory boards when they were convened by the HECC, contact the
