Energy in Oregon

The State Energy Efficient Design (SEED) program, established in 1991, requires state agencies to build new or renovate existing buildings using energy efficient design methods.

Capitol Building
The State of Oregon is committed to designing, renovating, and operating its buildings to save energy and serve as models of energy efficiency.

Energy conservation measures in public buildings can include high-efficiency windows, building envelope improvements, efficient heating and cooling systems, LED lighting, and more.

View the SEED program guidelines for more information.

In addition to the SEED Program Guidelines, state agencies are also directed to follow EO 17-20 3(B): Carbon-Neutral Operations for New State Buildings. DAS, DEQ, and ODOE have compiled a memo to help agencies understand and apply this requirement.

State agencies must also comply with 1.5% for Green Energy Technology program requirements.
