Richard Horsford

Position: Chief Financial Officer

Richard Horsford has been the Chief Financial Officer of the Public Employees Retirement System (PERS) since July of 2019. In this role, Horsford provides executive oversight of the accounting, budgeting, internal actuarial support, and financial reporting functions at PERS.

Prior to joining PERS, Horsford spent nearly two decades serving in financial services roles in the not-for-profit sector, most recently as the Chief Financial Officer of Catholic Charities in Portland, Oregon. Through these experiences, he gained acumen in stewardship of community funds along with evolving a compassionate, collaborative management style; both of these skills have proven to be valuable assets at PERS.

Horsford graduated from the State University of New York, Oswego, with a bachelor’s degree in accounting.
