While only the Public Employees
Retirement System Board has the authority to adopt, modify, or repeal PERS administrative rules, the
rulemaking process provides an opportunity for public input in crafting public policy. PERS ensures that
members, employers, and stakeholders are involved in the rulemaking process. To encourage this participation, PERS
offers online access to the rulemaking process.
PERS follows Oregon’s rulemaking process as defined by state law (the Administrative
Procedures Act (ORS 183.325
to 183.410) and the Model Rules of Procedure (OAR
137-001).
