Position: Chief Information Officer
Jordan Masanga is the Chief Information Officer (CIO) of the Oregon Public Employees Retirement System (PERS)
agency. As CIO, Masanga is responsible for the vision, strategic direction, policy development, and management
of the Information Services Division. This division includes the following sections and purviews: Enterprise
Architecture, Information Technology Governance, Technical Operations, Software Development, Business Systems
Analysis, and Development and Operations, also known as DevOps.
Prior to joining Oregon PERS, Masanga served as the Vice President of Engineering at ADC Telecom Broadband
Division, which developed and manufactured last-mile customer-premise networking equipment. Masanga was
responsible for full lifecycle engineering for an organization of nearly 500 engineers spanning five
international offices across the globe.
Masanga has over 30 years of experience in senior information technology and software engineering leadership
positions in both the private and public sectors. In his more than 20 years serving Oregon PERS, he has held
board positions with the Society of Information Management and is active with the Public Retirement Information
Systems Management, Oregon Government of Information Technology Management, and State of Oregon CIO Council
organizations.
Masanga holds a bachelor’s degree from Bowling Green State University in scientific and technical
communications with a specialization in computer technology.
