Gaming Enforcement

We provide gaming enforcement activities for the Oregon Lottery and regulatory functions for Tribal Gaming. We also provide vendor background investigations for both. 

We ensure all Lottery gaming activities are conducted in a fair, honest, and secure manner with the highest level of integrity, and in accordance with all statutes, Administrative Rules, Policies, and Management Directives.

We provide services necessary to ensure security, fairness, integrity, and honesty in the operation and administration of the Lottery, including but not limited to:
  • Background investigations of all prospective employees, Lottery game retailers, Lottery vendors, and Lottery contractors;
  • Detection and investigation of crimes against the Lottery;
  • Enforcement of the State prohibition on gray machines;
  • Consultation and recommendations regarding gambling issues and on-site security measures; and
  • On-site security and surveillance of all Lottery premises.

We provide independent regulatory functions for Tribal Gaming required and defined in each of the nine Tribal/State gaming compacts. We ensure that all Class III Tribal gaming activities are conducted with fairness, integrity, honesty, security and in accordance with the Tribal/State gaming compacts.

We conduct vendor background investigations for all Lottery and Tribal Gaming in a timely, thorough and efficient manner, to meet the requirements of Lottery contracts and Tribal-State compact agreements. Background investigations allow for an evaluation by the Lottery and the Compacted Tribes of the competence, integrity, background, character, and nature of the true ownership of the vendor.

A vendor wishing to become licensed to conduct business with Tribal Gaming Casinos will first need to develop interest from a casino. If a casino intends to conduct business with the vendor, the Tribal Gaming Commission will forward a Letter of Intent to us. We will contact the vendor and begin the process of conducting a background investigation of the business and its key persons. The cost of conducting the investigation will be paid in advance by the vendor. We will provide the results of the vendor background investigation to the Tribal Gaming Commission. The decision to license the vendor rests with the Tribal Gaming Commission.
