Alcohol Service Permit Information

Temporary Service Permit Process Change
  • Starting March 31, 2025, the timing of when Temporary Service Permits are issued as part of the application process is changing. They will be issued AFTER applicants complete the application, payment, server education course, and OLCC-proctored test.
  • Applicants must complete all of these steps prior to mixing, selling or serving alcoholic beverages.
In 2024, the Oregon Legislature passed HB 4138 and changed how alcohol service permits are issued in the state.  Previously, service permit applicants who applied for a permit and paid the application fee were allowed to serve alcohol for 45 days before completing the server education course and test. Starting March 31, this option will no longer be available. Temporary Service Permits will only be issued once a person has completed the application, paid the fee AND completed the server education course, including passing the OLCC-proctored test. If you have questions regarding the new process of obtaining your service permit beginning March 31, contact olcc.servicepermits@olcc.oregon.gov

Most in-person Alcohol Server Education class providers offer support with applications and for students who do not have a computer or internet access.

Q: How long will it take to get my five-year permit?
