CAMP - Alcohol Licensing FAQs

These Frequently Asked Questions (FAQs) provide comprehensive answers to your alcohol licensing questions in CAMP. This resource is designed to help you navigate alcohol licensing in CAMP through the following categories:

General


OLCC staff may reach out to you by sending the application back to you in the CAMP portal with questions. When doing so, you will receive an email notification that there are actions needed to be taken by you in the CAMP portal. Additionally, staff may still reach you via email with further questions.

Yes, you can save your progress on all applications with the save icon at the bottom of each application page and come back to them later.

No, you will continue to submit them using your existing methods. You will not be submitting them in CAMP.

CAMP will facilitate paying by check online by selecting that the appropriate option on the payment page when making payments.

 Yes. In cases where you are making a change across a large number of licenses or submitting a large number of applications at once, please reach out to the OLCC at olcc.alcohollicensing@olcc.oregon.gov for assistance as we may be able to help streamline that task.

Authorized Representatives, once established in CAMP, will be able to manage a license just as a licensee can. More information on authorized representatives will soon be available on the CAMP website. You can also reach out to olcc.camp@olcc.oregon.gov for authorized representative questions.


Access Codes


 The OLCC mailed via USPS and emailed out access codes on July 31, 2024.

Please reach out to the OLCC via olcc.camp@olcc.oregon.gov to help with your issue. Include in your communication your license and licensee information so we can better assist you.

 You will not need an access code if you do not already have an active license with the OLCC. You will just create a user account then apply for your license.


Annual Alcohol License


 The OLCC website has listing of each license type as well as their privileges and requirements. Each license application starts with a brief description of what that license type is generally used for. Further inquiries can also be sent to olcc.alcohollicensing@olcc.oregon.gov.

Instead of submitting the actual application, you will fill out and submit the local government recommendation form for annual licenses to your local government for their recommendation. Instructions for that form details the accepted format for the recommendation they return to you. You will attach their endorsement to your online application on the documents tab of your alcohol license application.

You will not need to get the recommendation again. When applying for your license online, upload the paper application form that has the recommendation on it as your local government recommendation document on the document tab of your application. Please fill out the rest of the online application as usual.

 A single user account can manage all licenses held by a legal entity or individual and can manage multiple legal entities and individual licensee’s licenses. If you manage multiple legal entities or licenses and were sent multiple access codes, please input all relevant access codes you received to connect your user account to them.

Once your application has been evaluated by staff and it is ready to issue, payment will then be requested via the CAMP portal. You will receive an email notification when the application is ready to be paid. Once payment is processed, your approval should be granted by the CAMP system soon after.

When your license is approved, you will be notified via an email notification from CAMP. Generally, this notification will include an attached copy of your new license certificate for you to download and print.

If you need an additional copy of your license certificate, you can find it in your customer portal by following these steps:

  • From your Home page, under Licensing click Select
  • Under Dashboard, click the Licenses tab (next to Actions Required)
  • Under Issued Licenses, click the blue license number link for the corresponding license you wish to print.
  • At the bottom of the License page, under the Documents section, you will find your License Certificate. Click the download icon on the right to download a PDF of your certificate to print.

If you do not see a certificate on the License page, please email olcc.alcohollicensing@olcc.oregon.gov and a member of our Licensing staff will help you get a copy of your certificate.

You will be able to submit an amendment for your license within the CAMP portal from the license page for your special event.

Keep in mind changing the physical location of in-state licenses and adding new individuals or entities to the license itself, will require a new application for a new license. Adding members onto the existing licensed legal entity is an amendment.

ORS 471.292(2)(b) and (c) provides for the temporary continuation of a licensed business upon the licensee’s death, insolvency, bankruptcy, or the licensee’s forfeiture of the business to a secured party.

If you need to temporarily continue operation of a licensed business due to one of the reasons listed above, and do not want to apply for the license at this time, but you have a claim on the business or have legal authority to assume control of the business, please do the following:

  • Submit an email to OLCC.AlcoholLicensing@olcc.oregon.gov, with the following information:
    • Your request to take over the business and the reason for the request
    • The name of the person(s) who will take over the business and include a contact email and phone number.
    • The date or projected date at which time the person(s) will begin operating the business and an estimate of how long the person will operate the business.
    • An explanation of how the person(s) will operate the business.
      • The person(s) must operate the business substantially as was approved by the Commission when the previous licensee operated the business unless the Commission approves a change in the operation.
  • Submit written proof, as per OAR 845-005-0450(1)(a)(b):
    • If the person is a trustee, receiver, or personal representative, provide proof that the person is the legal trustee, receiver, or personal representative.
    • The secured party must provide proof of a security interest in the licensed business, proof of the licensee’s default on the secured debt, and proof of legal access to the real property.



Annual Alcohol License Renewals


Renewals for your annual license will be fully online. The OLCC has discontinued the mailing of paper renewal forms. You will be able to renew your license on the CAMP portal 75 days before your license expiration.

You will be sent an email notification when your license is ready to renew 75 days before expiration. You will be sent a few more email reminders throughout that period if you have not yet renewed.

Your new license will be available to download and print upon approval from the CAMP portal. The OLCC will not be mailing out paper licenses.

Yes. For each renewal period, local governments will continue to be notified of upcoming renewing licenses in their area, as well as a list of renewed licenses after they have been renewed.

Your bond needs are also made part of your online application. When you begin your renewal application, the Bond tab of your application will present your options and needed paperwork based on your tax reporting history and license type.

After you submit your renewal application to the OLCC, you can navigate back to that submitted application on your licensing dashboard. From there, you will be able to download a PDF version of that application and submit that to your local government if they request it for your renewal.


Alcohol Special Events


The OLCC requests that you submit your application at least two weeks before the first event date of your event. Applications submitted too close to the start of the event may not be evaluated in time, and you may not receive approval before your event. If your event has not yet been approved, you will not be allowed to sell or serve alcohol for that event.

You will be notified of your approval via an email notification. You will be able to access and print your event license certificate on the license page of that special event in the CAMP portal.

You will be able to submit an amendment for your approved event within the CAMP portal from the license page for your special event.

You will not need to get the recommendation again. When applying for your event online, upload the paper application form that has the recommendation on it as your local government recommendation document on the document tab of your application. Please fill out the rest of the online application as usual.

We will need a separate recommendation form for each event application.

No changes to the City of Portland process. The letter they issue will be accepted as your local government recommendation. When applying for your event online, upload the letter emailed to you from City of Portland that has the recommendation on it as your local government recommendation document on the document tab of your application. Please fill out the rest of the online application as normal.

CAMP provides a lot more functions for licensees to manage their licenses and events on their own user dashboards. This means that those licensees will need to submit their own event applications from their own user accounts. The OLCC recommends that instead of submitting applications to the OLCC and paying on behalf of their manufacturer clients, that instead they help prepare all the applicants’ operational plan, maps, and application question responses concerning the event, and provide that information to the licensees, who will then submit their application for their event. Event planners will still be able to submit local government recommendations to the local government for events, if allowed by the submission guidelines set by that local government.

There is the option of establishing an authorized representative, but keep in mind that an authorized representative of a license will have access to manage and make changes to their license. The OLCC does not recommend third party event planners being established as authorized reps for an annual license only tosubmit special event applications. Authorized Representatives

An authorized representative is a third-party entity that manages a license(s) on behalf of one or more license holders. Authorized Representatives, once established in CAMP, will be able to manage a license just as a licensee can.

On the first page of your application, you can select that the license is overseen by an authorized representative. You can select an existing authorize representative from a license you manage or enter information for a new one as part of your application. If you are entering information of a new authorized representative, OLCC will send you an access code for that authorized representative to use to link their user account to your license application and approved license.

On the first page of your application, there is an option to mark yourself as the authorized representative of the license application. If you are not already an authorized representative of a license, you will be prompted to enter the information for the authorized representative legal entity as part of the application.

You can submit an amendment to establish an authorized representative for the license you want them to manage.

You will need to create your user account in CAMP if you have not done so already, then reach out to OLCC alcohol licensing via olcc.alcohollicensing@olcc.oregon.gov to establish access. Your authorized rep can also reach out to the OLCC to provide the information as to the user accounts of the licensee. This can be done as the application is being processed or after approval. The OLCC will then provide the access code to link the licensee user account to the licensee information and licenses in CAMP.
