Direct to Retailer Permit (Replaces Wine Self-Distribution Permit)

Exciting news - CAMP for Alcohol Licensing is officially live! Effective immediately, we no longer accept paper applications for annual licenses or special events. All applications must be submitted through our innovative online platform.

Note: The new Local Government Recommendation form is now available, with separate versions for Annual Liquor Licenses and Special Event Licenses. Please make sure that you are using the correct form. If you already had your paper application endorsed, you may upload the scanned endorsed copy as your local government endorsement during online application in CAMP.

Oregon Revised Statute (ORS) 471.274 authorizes the Direct to Retailer permit and its privileges. OAR 845-005-0425

Direct to Retail Permit

  • The OLCC permit fee is $200 per year.
  • Allows a manufacturer of malt beverage, wine, and/or cider in a U.S. state other thanOregon to sell at wholesale and transport malt beverage, wine or cider that the permit holderproduced, fermented, manufactured or blended directly to Oregon retailers when certainrequirements are met. This privilege does not apply if the brand of malt beverage is coveredunder a wholesale distribution agreement pursuant to ORS chapter 474.
  • This permit does not allow the permit holder to ship directly to an Oregon resident (a DirectShipper permit is needed to ship directly to an Oregon resident).
  • Must meet the OLCC privilege tax bond requirement.
  • Must hold a Certificate of Approval (CERA) 5-Year under ORS 471.244.

Oregon Revised Statutes (ORS) are adopted, repealed and amended by the Oregon legislature and signed into law by the Governor.     

Oregon Administrative Rules (OAR) are implemented by the OLCC. These regulations are proposed by, adopted, repealed and amended by the OLCC.

The ORS and OAR that define the Direct to Retailer Permit are in draft state and will be approved by the OLCC in December 2023. Please revisit this page for updated information at that time.


Privilege Tax
You are responsible for reporting to the OLCC the amount of malt beverages, wine, and cider shipped into Oregon. You may be required to pay a tax, called a privilege tax, on the malt beverages, wine, and cider. 
 
Privilege Tax Bond
Unless you qualify for an exception, you will be required to maintain a privilege tax bond with the OLCC.  More information is available at https://www.oregon.gov/olcc/Pages/privilege_tax.aspx
