We provide lending programs designed to assist low- to moderate-income Oregonians in buying homes.

Flex Lending

OHCS’ lending programs are designed to help homebuyers purchase a home. OHCS wants you to become a successful homeowner and has partnered with homeownership centers around the state to guide you through the homebuying process and provide support after your purchase.

Oregon Housing and Community Services (OHCS) has developed Flex Lending, a first-of-its-kind lending program to help fulfill OHCS’ mission of providing homeownership opportunities. Flex Lending offers two loan products to approved lenders statewide through its Flex Lending program: FirstHome and NextStep.

FirstHome

FirstHome offers first-time homebuyers a mortgage loan with a competitive interest rate. In addition, borrowers receive 4% or 5% of the loan amount as down payment assistance (DPA).

NextStep

NextStep provides any homebuyer a fixed-rate first mortgage in combination with a second mortgage for down payment assistance that can be either forgivable or repayable.

Our programs offer low-interest-rate loans along with down payment assistance to cover closing costs, prepaid expenses, and 100% of the required down payment. These programs are available to both first-time and experienced homebuyers and are intended for primary residences.

To use our programs, you’ll need to speak with an approved lender who can help determine the type of mortgage loan you qualify for and if you qualify for one of OHCS’ lending programs.
