Ground Emergency Medical Transportation Supplemental Payment Programs

Public Provider Program Overview

House Bill (HB) 4030 (2016) requires the Oregon Health Authority (OHA) to develop this program for Ground Emergency Medical Transportation (GEMT) services (e.g., ambulance) provided by governments and federally recognized tribes. 

The legislation prohibits OHA from using state funds for program operation, and requires that participation by any coordinated care organization (CCO) or emergency medical service (EMS) provider be voluntary. To learn more, see Oregon Administrative Rule (OAR) 410-136-3370.

Private Provider Program Overview

HB 2910 (2021) requires OHA to set up a supplemental payment program for GEMT private providers. These are GEMT providers who do not qualify for, or participate in, the public provider program. Under the program, OHA sets and collects a quality assurance fee from GEMT private providers. OHA uses these fees to pay the supplemental payment.

The Centers for Medicare & Medicaid Services (CMS) approved the CCO portion of the program. OHA is waiting for CMS approval of the fee-for-service (FFS) portion of the program. To learn more, please see the OARs for the program:
