ADA Curb Ramp Upgrades: U.S. 26 (SE Powell Boulevard) and OR 99E (SE McLoughlin Boulevard)

​​​​We are improving 320 sidewalk curb ramps to the current American with Disabilities Act (ADA) accessibility standards along U.S. 26 (SE Powell Boulevard) and OR 99E (SE McLoughlin Boulevard) in Portland. ​


Impacts

Construction Impacts

​During construction, there will be temporary lane, shoulder, and sidewalk closures near intersections on SE Powell Boulevard and SE McLoughlin Boulevard. All roads will remain open. We will provide accessible paths around the work zones for people walking, biking, and rolling. Generally, it takes several weeks to complete work on an individual corner, with construction on several corners happening concurrently. However, only one corner per intersection will be under construction at a time to maintain access to nearby businesses and services. We will provide weekly updates on traffic impacts.

Most of the work will take place during the day, however some nightwork is necessary for this project. Those working or living near work zones may hear the noise from construction. Before construction begins, a 24/7 hotline for resolving noise-related concerns will be available.

Schedule

​Construction is expected to start in summer 2025 and continue through summer 2027.

We will upgrade curb ramps at intersections along Powell Boulevard (U.S. 26) and McLoughlin Boulevard (OR 99E). ​This project is one of a series of projects in Region 1. Separately from this project, there are other ADA curb ramp improvements planned for construction across the Portland Metropolitan area.

The ODOT ADA Program is working to bring more than 25,000 curb ramps throughout Oregon into compliance with Americans with Disabilities (ADA) standards. We are committed to new standards for accessible routes through work zones, outreach and addressing public concerns.

In Oregon, every intersection is a crosswalk unless marked otherwise. This means that if a crosswalk is open, it should meet our safety and accessibility standards. As part of our effort, we are evaluating crosswalks in the project area. Locations that have been identified as unsafe and inaccessible may be closed. Reasons may include crosswalks ending at or in close proximity to a driveway, a median island or landscaping in the crosswalk path, traffic signals that do not have pedestrian signals or push buttons, or they are at intersections that were never designed to be crossings.
