About
We will upgrade curb ramps in the city of Pendleton in Umatilla County to meet Americans with Disabilities Act standards.
We will also:
- Replace the asphalt walkway with wider concrete sidewalk on the east side of U.S. 395, from Southwest Tutuilla Road to Southwest Perkins Avenue.
- Install pedestrian activated flashing beacons at:
- OR 11 – SE Isaac Avenue, milepost 1.19.
- OR 11 – SE 17th Street, milepost 0.31.
- Reconfigure lanes to add bike lanes on OR 11, from the I-84 interchange to Southeast Court Avenue.
NOTE: Specific site locations identified on the project map may adjust during construction.
This is part of a multi-phase project in Pendleton to bring all curb ramps (along state highways) up-to-date in Oregon.

During construction, you may notice that we move around your community in what seems to be an unorganized progression.
Not all intersections or curb locations are the same. Some are construction-ready, and others may have fire hydrants, utility boxes, utility poles, additional land requirements or we need an environmental permit. These are things we consider when scheduling the construction of the ramps in each city.
The construction-ready locations are done first because they can be done immediately, while those needing additional coordination or design will be done later. This is why an intersection with four corners might be completed at different times.
