Burns & Hines Curb Ramps

Construction Phase

Region 5: Eastern Oregon (Burns, Hines, Harney)

We are upgrading curb ramps in Burns and Hines to meet Americans with Disabilities Act (ADA) standards.

Impacts

Traffic Impact

Travelers can expect the following:
  • Flaggers with lane and/or shoulder closures.
  • Intermittent side street closures are possible.
  • All pedestrians will have access through and around work zones.
  • Businesses will remain open during construction.
Watch for lane shifts/closures.

Meetings and Events

We met with city councils in October 2022. The public was invited to attend.

  • Hines: Tuesday, October 25, 6:30 at the Hines City Hall.
  • Burns: Wednesday, October 26, 6 p.m. at the Burns City Hall.

Schedule

The contractor has two crews working simultaneously throughout the project limits.
For the week of Sept. 30:
  • Curb removal continues at Lottery Lane, North Circle Drive and Liberty Avenue.
  • Pavement patching is underway the week of Sept. 30 to close corners that have stayed open longer than expected.
  • Electrical work continues at Egan Avenue, Barnes Avenue and Hilander Street.
The project will extend into spring 2025. Work through the winter will continue as weather allows.
Schedules are subject to change.

About

This project will upgrade curb ramps in Burns and Hines to meet Americans with Disabilities Act (ADA) standards.

Visit the ODOT ADA webpage for more information about the statewide effort to upgrade curb ramps throughout Oregon. https://www.oregon.gov/odot/About/Pages/ADA.aspx.

As part of this project, we will:
  • Remove existing ramps.
  • Build new ramps.
  • Install a rapid flashing beacon at U.S. 20/U.S. 395 and Barnes Avenue in Hines.
  • Upgrade lighting along the project area.
  • Some intersections in downtown Burns will include curb extensions.
This project does not include any lane reconfigurations. With the exception of possible lane closures for construction activities, all lanes through Burns and Hines will remain two-lanes in each direction.

Additional Information

During construction, you may notice that we move around your community in what seems to be an unorganized progression.

Not all intersections or curb locations are the same. Some are ready for construction. Others may have fire hydrants, utility boxes, utility poles, additional land requirements or we need an environmental permit. These are things we consider when scheduling the construction of the ramps in each city.

The locations ready for construction are done first because they can be done immediately, while those needing additional coordination or design will be done later. This is why curb ramps at an intersection with four corners might be completed at different times. The time it takes to construct each corner may also differ.
