OR 99W: Ross Island Bridge to SW Wills Lane and U.S. 30B: Kerby Avenue to Northeast 165th Avenue

​​​​All Roads Transportation Safety Program (ARTS) projects improve safety at over 200 intersections on major roads in the Portland metro area. ​​​​

Impacts

Traffic Impact

Construction areas will have short-term daytime and nighttime single-lane closures. Sidewalks, paths, bike lanes and crosswalks will have signed detour routes. ​More information about expected traffic impacts will be provided closer to construction.​

Closures and Detours 
When construction begins, travelers should expect daytime and nighttime single-lane closures in construction areas. Work that impacts sidewalks, paths, bike lanes, or crosswalks will have signed detour routes.

Noise
​To minimize traffic impacts during the day, some night work is required. Those working or living in the area may hear heavy equipment, construction trucks, a beeping noise when vehicles are in reverse (required by the Occupational Safety and Health Administration) and equipment such as concrete saws, drills and jackhammers. 

More information will be provided to residents and businesses in the project area before construction begins, including a noise hotline to call for help resolving noise-related concerns 24 hours a day. The noise hotline number will be posted to this webpage.

Schedule

Construction is anticipated to begin in early 2025 and will continue through summer 2025.​​

About

​​​​​​The All Roads Transportation Safety Program​ (ARTS) identifies intersections where a high concentration of crashes occur and then implements safety improvements to help reduce crashes at these locations.

Safety improvements along OR 99W from Ross Island Bridge to SW Wills Lane and along U.S. 30 Bypass from North Kerby Avenue to Northeast 165th Avenue include:
  • Adding or upgrading “S​top” signs and street name signs on intersection side streets.
  • Adding stop bar pavement markings on intersection side streets.
  • Adding bicycle lane markings on the road for better visibility at areas where bicycles and vehicles share the road.​
  • Upgrading existing traffic signal heads to make them larger and more reflective to increase visibility.
​Other improvements may inclu​de signage, enhanced pavement markings and traffic signal improvements.
