OR 99W: Ross Island Bridge to SW Wills Lane and U.S. 30B: Kerby Avenue to Northeast 165th Avenue

​​​​​​​​​​​​​​​All Roads Transportation Safety Program (ARTS) projects improve safety at over 200 intersections on major roads in the Portland metro area. ​​​​

Impacts

Traffic Impact

Traffic Impacts: (March 29–April 5, 2025): Short duration lane and shoulder closures.​

During construction, travelers can expect:

  • ​Short-term single lane and shoulder closures in construction areas.
  • Traffic lights temporarily disabled at some intersections with flaggers directing traffic.
  • Temporary sidewalk closures with signed pedestrian detours around the work zones.
  • Daytime and nighttime work.
  • To reduce daytime traffic impacts, some work will be done at night with flaggers directing traffic.​

Construction Impacts

Work will take place at multiple intersections simultaneously, with most traffic impacts lasting one to seven days per location. There are a small number of intersections that will see traffic impacts for a longer duration.​ Improvements will be completed in phases, with crews returning as needed.

Nighttime Noise Impacts

To minimize traffic impacts during the day, some night work may be required. Those working or living in the area may hear the noise from heavy equipment and construction trucks.

​​​​​​​​​​​​​​We are improving sidewalk cu​rb ramps to the current American with Disabilities Act (ADA) accessibility standards on U.S. 30 Bypass (North/Northeast Lombard Street, Northeast Killingsworth Street and Northeast Sandy Boulevard) from North Syracuse Street to Northeast 165th Avenue. West Metro ARTS

The West Metro ARTS program will improve safety at approximately 100 intersections on major roads on the west side of the Portland metro area. Improvement corridors include U.S. 30, Tualatin Valley Highway, Beaverton-Hillsdale Highway, Barbur Boulevard and Sunset Highway. For more information, visit the project website​.

About

​The All Roads Transportation Safety Program​ (ARTS) identifies intersections where a high concentration of crashes occur and then implements safety improvements to help reduce crashes at these locations. Intersections typically have high crash rates.

An upcoming ARTS project improves safety and visibility at approximately 58 intersections along OR 99W from Ross Island Bridge to SW Wills Lane and along U.S. 30 Bypass from North Kerby Avenue to Northeast 165th Avenue.

Planned safety and visibility improvements include:

  • Adding or upgrading “Stop” signs and street name signs on intersection side streets.
  • Adding stop bar pavement markings on intersection side streets.
  • Adding bicyc​le lane markings on the road for better visibility at areas where bicycles and vehicles share the road.
  • Upgrading existing traffic signal heads to make them larger and more reflective to increase visibility.

Other improvements may include signage, enhanced pavement markings and traffic signal improvements.
