U.S. 26 (SE Powell Blvd) and SE 92nd Ave Curb Ramp Improvement Project

Construction Phase

Region 1: Portland metro and Hood River County (Portland, Multnomah)


​​​​​​We​​​​ are creating safer and more accessible highway connections for all sidewalk users on U.S. 26 (SE Powell Boulevard). We are bringing sidewalk curb ramps into compliance with Americans with Disabilities Act (ADA) standards on highways throughout Oregon, including on all corners of the intersection of U.S. 26 (SE Powell Boulevard) at SE 92nd Avenue. 

Impacts

Traffic Impact

​​When construction begins, travelers should expect daytime single-lane closures and nighttime multi-lane closures. Work may also require temporary sidewalk and crosswalk closures. Closures will have signed, ADA-compliant accessible pedestrian detours during construction.  

Construction Impacts

  • Periodic daytime and nighttime lane closures. Daytime lane closures will be outside standard commute hours.
  • Temporary sidewalk and bicycle lane closures in construction areas. We will provide signed ADA-accessible pedestrian detours around work zones. Travelers on bikes will use the road during construction.
  • Travelers should expect short delays in the area during construction activities.
  • Each intersection corner will take approximately one month to complete. We will work on one corner at a time. The project schedule is subject to change.
Nighttime Noise

To minimize traffic impacts during the day, some night work may be required. Those working or living in the area may hear the noise from heavy equipment, construction trucks, beeping noise when vehicles are in reverse (required by the Occupational Safety and Health Administration) and equipment such as concrete saws, drills and jackhammers, air compressors and generators. For concerns about nighttime noise, contact the noise hotline at 503-412-2350.

Tips for Traveling Safely in Work Zones​

  • Orange is your cue! Pay attention when you see orange signs, barrels, cones and barricades.
  • Obey all speed signs for your safety and the safety of others.
  • Expect delays—plan for them—and leave early so you can drive safely through the work zone.
  • Allow extra time when traveling and follow all signs and flaggers for safety.​​

Construction is expected to begin in late fall 2024 and last through summer 2025.

About

We're upgrading curb ramps at all corners of the intersection of U.S. 26 (SE Powell Boulevard) and SE 92nd Avenue. ​ 

Work includes:

Upgrading existing sidewalk curb ramps 
  • ​We will install ADA accessible sidewalk curb ramps at all corners of the intersection of SE Powell Boulevard and SE 92nd Avenue. New sidewalk curb ramps meet Americans with Disabilities Act (ADA) standards and improves safety and accessibility for all, including people using mobility devices and people with visual impairments.

Lowering crosswalk buttons and installing audible pedestrian signals 

  • Helps all pedestrians cross the street safely by making the crosswalk buttons more reachable and provides an audible cue for the crosswalk signal.

Restriping and realigning crosswalks 

  • ​Improves visibility and creates a direct path from curb to curb, increasing pedestrian safety while crossing the street.

Replacing vehicle detectors at the intersection 

  • Improves vehicle detection when approaching the traffic signal for efficient signal operations.
