The Queen Avenue highway-rail crossing is located within the Albany industrial area and is on a primary route connecting the industrial area with Highway 99 East (Albany-Junction City Highway).
There are four sets of tracks at the crossing. Two tracks for high speed trains and two tracks for switching and yard train activities. Trains in the yard activate the warning devices when they are stopped. Incidents occur when vehicles, cyclists and pedestrian try to go around the stopped trains not realizing high-speed trains may be coming.
This project will:
- Install advanced warning devices to warn approaching traffic that the crossing is in use and trains are present.
- Make safety improvements to change how vehicle, bicycle and pedestrians use and move through the rail crossing area.

While the funding crisis is having a profound effect on ODOT’s maintenance and operations, most construction projects will continue as planned. These projects are typically funded through separate capital programs, often with state or federal funds that are legally restricted to project development and cannot be redirected for maintenance or day-to-day operations.
Delays may still occur due to a reduced workforce. Fewer available staff for traffic control, inspections and project oversight could slow down timelines or introduce challenges in project delivery.
