About the Study

Project area mapWe’re working with the City of Newberg to look at how people ride, walk and roll through the downtown area along OR 99W/E 1st Street and E Hancock Street, as well as OR 219/E 1st Street. This effort is known as an “urban design verification” (UDV) study. 

Our goal is to look at the study areas and figure out if there are potential bike and pedestrian improvements we can add to existing or future projects to make getting around safer for everyone. 

Your feedback matters – tell us what challenges you face as you travel through Newberg. Your input will help us develop solutions that are right for you and your community!



​We're studying these highways now to identify improvements before future maintenance or other road improvement projects are planned. Once we have an idea of the potential improvements, we can look for opportunities to include them with other necessary work to make the best use of our limited resources.

For example, if we have a project to update sidewalk curb ramps, we may be able to also improve pedestrian crossings with new striping and signs that make it safer to cross​ the street. The completed study can also be used to help find funding for future projects through grants or other sources. Identifying desired improvements now will make it easier to implement them as opportunities arise.

  • Safe Routes to School projects.
  • Maintenance projects.
  • ADA projects – add sidewalks, ramps or paving.

  • Along OR 99W, both E Hancock Street and E 1st Street, we identified some recommended solutions to make it safer and easier to cross OR 219 while walking, biking or rolling. These recommendations include intersection improvements, new crosswalks and improving existing crosswalks. These are summarized in this open house.  ​
  • Along OR 219/E 1st Street from OR 99W to Everest Road, we’ll look for opportunities to improve walking, biking and rolling through the area. The recommendations we're sharing in this open house are based on transportation plans previously completed for Newberg. Our goal is to make it safer and more comfortable for people walking, biking and rolling.

  • In this second online open house – read through the information to see our progress and share your thoughts in our comment form. We’d like to know what you think about the potential solutions for improving comfort and safety for everyone traveling along E 1st Street and E Hancock Street. This open house is live through December 20, 2024! 
  • Join us on December 5, 2024, at the Annual Tree Lighting Ceremony to meet with the project team and learn more about the project.
    • When: December 5, 2024 at 5:30 p.m.
    • Where: Forecourt of the Chehalem Cultural Center, 415 E Sheridan Street

We expect to complete the study by Winter 2025.
