Rebuilding Hall Boulevard Overpass (Tigard)

Hall Boulevard overpass in Tigard closed until early 2025

Crews have been working hard to improve safety and reduce bottlenecks on OR 217 by adding auxiliary lanes, or ramp to ramp connections, between Beaverton-Hillsdale Highway and OR 99W.

To make room for these new auxiliary lanes and safety shoulders on the south end of the project, the Hall Boulevard overpass in Tigard near OR 99W and Pfaffle Street will be replaced with one that is longer and includes wider sidewalks and bicycle lanes.

While we originally planned to reopen the overpass before the 2024 holiday season, the completion date has moved to early 2025. This change is due to several reasons including a car crash that damaged a steel piling, along with other construction material and scheduling delays.

Since March 2024 when the bridge was demolished, crews completed new retaining walls and complex foundation work involving extensive underground tasks to ensure the safety and structural integrity of the future overpass. Once the foundation work passed all our tests, we moved on to setting the horizontal steel support beams. In September, crews placed and secured all 14 beam segments over the course of eight nights, finishing two nights ahead of schedule.

Moving forward, the work will be more visible as we focus on the bridge deck, or surface. This work will involve setting plywood forms, installing rebar, pouring concrete, constructing sidewalks and railings, and completing signals and utility work. Once bike and pedestrian access is restored on the new overpass, the temporary bridge will be dismantled. We will continue to provide updates and more details on the reopening date as work on the overpass is completed.


Here's what you need to know:
  • What: The Hall Boulevard overpass near OR 99W and Pfaffle Street in Tigard is closed until early 2025.
  • Where: The closure starts just north of Pfaffle Street and extends to the south end of the overpass. The intersection of Pfaffle Street and Hall Boulevard is also closed. All vehicle traffic should use the signed detour.
  • When: The closure is anticipated to continue until early 2025. 
  • Why: We need to demolish and then rebuild the overpass with wider footings to make room for the new auxiliary lanes and shoulders underneath. The new overpass will include wider sidewalks and bike lanes, be more earthquake resilient, and Americans with Disabilities Act compliant.
  • Noise impacts: Daytime construction noise will occur regularly as the new overpass is rebuilt.

Detours during the overpass closure:
  • For drivers: Use OR 99W to Greenburg Road to Hall Boulevard (and vice versa). The intersection of Hall Boulevard and Pfaffle Street is also closed during this time. 
  • For pedestrians and cyclists: People walking, rolling and bicycling continue to have access across OR 217 using a temporary bicycle and pedestrian bridge. The temporary bridge spans the highway, running from Hall Boulevard on the south end to Pfaffle Street on the north end.
  • For transit users: Trimet lines 43 and 78 are rerouted using Locust Street, Greenburg Road and OR 99W. There is no Trimet service on Hall Boulevard between Locust Street and OR 99W.
  • Local access: The intersection of Pfaffle Street and Hall Boulevard is also closed during this time. Local traffic has access to Pfaffle Street between OR 99W and Hall Boulevard. Local traffic has have access to Hall Boulevard between Greenburg Road and Pfaffle Street and between OR 99W and the southern end of the overpass. Please avoid using small neighborhood streets instead of the detour route.
