Unified Carrier Registration (UCR) Agreement

Purpose

The Unified Carrier Registration Agreement is a base-state system for registering interstate motor carriers with vehicles over 10,000 pounds.

About the UCR Agreement

All of the following operators must pay annual registration fees that fund state motor carrier safety programs, enforcement and UCR administration.
  • Private, for-hire and exempt carriers.
  • Farmers operating in interstate commerce.
  • Brokers.
  • Freight forwarders.
  • Leasing companies.

Paying UCR Fees

Since Oregon does not participate in the UCR program, it does not accept fee payments. To pay UCR fees:
  • Make the payment to the chosen base state in the form accepted by that state.
  • Visit the Unified Carrier Registration website to pay online or download the paper form to pay by mail.

Enforcement

Oregon and other states that do not participate in the program must enforce UCR requirements. Rules and regulations relating to the UCR Agreement are listed below.

The Federal Motor Carrier Safety Administration Safety and Fitness Electronic Records System offers company safety data and related services to the industry, law enforcement and the public. Users can:
  • Search FMCSA databases.
  • Order company safety profiles.
  • Pay fines online.
  • Access the Hazardous Material Route registry.
  • Obtain National Crash and Out of Service rates for Hazmat Permit Registration.
  • Register for a U.S. DOT number.
  • Get printable registration forms.
