What is RUAF?
The Road Use Assessment Fee replaces the weight-mile tax for the loaded portion of non-divisible hauls when the vehicle’s combined weight is more than 98,000 pounds and permit weight table 3 (or higher) when traveling in Oregon. An example of a load that cannot be divided is as a single piece of machinery.
You must get a special transportation variance permit from the Over-Dimension (OD) Permit Unit to operate on any public road(s) in Oregon. This type of variance permit is called a non-divisible single trip permit (STP) and is valid for one trip within a 10-day period.
A temporary pass or enrollment in the Oregon Weight-Mile Tax Program is also required for these operations even when the entire trip is on the STP.

County and City Road Authorities
If you have been issued a permit from another road authority (for example, a county or city public works department) to operate on their roads with a single non-divisible load and gross weight in excess of 98,000 pounds, road use assessment fees must be paid.
- Fill out and submit a County/City RUAF Mileage Report (form 3253). The miles declared on this form are not to be reported again on your Oregon Highway Use Tax Report.
- If your permit was issued by CCD and includes county roads or city streets, include all miles traveled on that permitting report. It is not necessary to fill out the County/City RUAF Mileage Report.
File a RUAF Report Online
A carrier with an established account and password can report their RUAF miles using Oregon Trucking Online (TOL). A RUAF report will be generated each month listing all RUAF permits left open with unreported miles from the previous reporting period. The report must be completed and filed within 30 days of the request date to avoid suspension of Over-Dimension permit privileges.

How to Pay Fees
Carriers can pay any or all outstanding RUAF Single Trip Permits during an online session.

Refund of RUAF Fee
- A single-trip permit was issued for the movement of a single non-divisible load.
- The gross permitted weight was in excess of 98,000 pounds.
- The permit was paid for with a credit card (or ACH transaction) prior to issuance.
- The move was not made.
TOL RUAF Report Application Overview
This application is used by carriers to report Road Use Assessment Fee (RUAF) miles.
Before the end of the calendar month, the carrier can report miles on any or all permit(s) issued in that calendar month.
At the beginning of the next calendar month, all permits with unreported RUAF miles go to a monthly RUAF report. All miles on all permits must be reported at one time. Exception: third party vendors (such as EROAD) reporting miles on behalf of their customers can report RUAF miles singly, even after the beginning of the next calendar month.
Report RUAF Miles
Individual RUAF Permits
Choose this option if the carrier wants to report RUAF miles on one (or more) permits issued in the current reporting period (same calendar month). The carrier will see a list of permits issued in the current reporting period with unreported miles. You may report miles on a single permit or multiple permits.
Options are described below.
- Did Not Use: Check this box if the permit was not used. This works the same as reporting zero miles on the permit.
- Permit Number: The permit number issued by CCD staff. This field is not editable.
- Issue Date: The date the permit was issued by CCD staff. This field is not editable.
- Unit Number: An optional field for the carrier to key the Unit Number of the truck that made the move, if this information is not already included on the permit.
- RUAF Rate: The road use assessment fee rate from the permit issued by CCD staff, based on the gross weight and number of axles.
- Total Miles: The number of miles traveled on public highways in Oregon.
- Road Use Fee: The RUAF rate multiplied by the number of miles traveled on public highways in Oregon. This is calculated by TOL.
- Admin Fee: $8.00 state administrative fee is charged per truck, per trip. State administrative fees are required to be paid, even if the move was not made.
- County Fees: County fees (if any). County administrative fees are required to be paid, even if the move was not made.
- Amount Due: The total of road use fee (if any), state administrative fees, and county administrative fees (if any).
Individual Permits ConfirmationThis screen is used to confirm the miles reported on permit(s). When done, the carrier must fill in the "Authorized By" and "Title" fields and Submit to Cart.
The carrier must checkout of the cart in order to report miles. If the carrier has a billable account, they will be able to charge all fees. Alternatively, the carrier can pay for the permits at the time of checkout.
RUAF Monthly Mileage Reports
Choose this option if the carrier wants to report all miles on one monthly RUAF report. This report will only be available the next calendar month. The dropdown list to the right will show RUAF reports for a previous reporting period. The report will list all permits with unreported miles. When selected, the carrier must report all miles on all permits, even if the move was not made. The options are identical to the Individual RUAF Permits screen.
RUAF Monthly Mileage Report ConfirmationThis screen is used to confirm the miles reported on all permit(s) on the RUAF Monthly Mileage Report. When done, the carrier must fill in the "Authorized By" and "Title" fields and Submit to Cart.
- The carrier must checkout of the cart in order to report miles.
- If the carrier has a billable account, they will be able to charge all fees. Alternatively, the carrier can pay for the permits at the time of checkout.
Note: When filing an over-dimension (OD) RUAF monthly mileage report, DO NOT put the transaction into your Shopping Cart with any other Oregon Trucking Online transactions. The RUAF report must be the only item in your Cart when you checkout.

ORS 818.225 — Road Use Assessment Fee for Single-Trip Non-Divisible Load Permittee
Variance Permits Issued for Non-Divisible Loads and Road Use Assessment Fees
- (4) Road use assessment fees for gross weights up to 240,000 pounds are shown in a table prepared and maintained by the Chief Engineer. The fee is determined by the motor carrier's declaration of gross weight and number of axles used. If gross weight exceeds 240,000 pounds, the road use assessment fees will be computed by the department.
- (5) The road use assessment fees for any carrier may be increased based on actual weighing by State Motor Carrier Enforcement Officers and other authorized personnel or through audit by the Oregon Department of Transportation.
- (6) The road use assessment fees are not refundable unless the trip is not made.
- (33) “Road use assessment fee” means a fee for each ESAL mile of travel as established by ORS 818.225.
OAR 734-082-0015 — Weight for Single Non-Divisible Loads
- (5) The road use assessment fee required in OAR 734-082-0003 is based on the weight requested for the permit. The weight shown on the permit is the maximum weight permitted.
