Passenger vehicles 2009 and newer, with 7,500 miles or less, must prove compliance with the LEV requirement to get registration, unless they are exempt.

Proving Compliance
Manufacturer’s Certificate of Origin
Many manufacturers put a statement on the MCO to prove LEV compliance. Here are some examples:
- This vehicle conforms to (or with) U.S. EPA and State of California regulations.
- This vehicle meets/satisfies California emission standards.
- This vehicle is certified/legal for sale in all 50 states.

There is no fee for an LEV compliance check.
Vehicle Does Not Comply
DMV will not issue registration for vehicles that do not meet the LEV requirement or are not exempt. You may apply for Oregon title only. Your vehicle may qualify for limited light vehicle trip permits.
