What is IRP?
The International Registration Plan (IRP) is a method of registering fleets of vehicles that travel in two or more member jurisdictions. Member jurisdictions include all U.S. states (except Alaska and Hawaii; Washington D.C.; Yukon and Northwest Territories) and Canadian provinces. Motor carriers are issued one registration cab card and license plates for each vehicle in their fleet. Vehicles registered under IRP are considered registered for vehicle registration purposes only. Motor carriers that operate “qualified motor vehicles” across state lines are subject to IRP licensing, reporting and record-keeping requirements unless the vehicle is exempt or a trip permit is obtained.
Oregon IRP Requirements
To qualify for IRP registration, you must:
- Based in Oregon with a physical address located in Oregon
- Operate qualified vehicles in 2 or more states or provinces (including Oregon) and:
o Have registered gross vehicle weight or actual weight in excess of 26,000 pounds (property carrying vehicle); or
o Are power units with three or more axles regardless of weight, including buses; or
o Are used in combination and the actual weight of the combination exceeds 26,000 pounds. - Charter bus carriers engaging in interstate travel must now use IRP credentials for all qualified motor vehicles.
- Qualify corporations with the Oregon Secretary of State, unless you are a sole proprietor. Status must be active and in good standing. Out of State businesses must be registered as a Foreign Corporation.
- Register with the United States Department of Transportation with Federal Motor Carrier Safety Administration (FMCSA).
- FEIN number and name. The IRS-issued FEIN (Federal Employer Identification Number) must be on file with the Federal Motor Carrier Administration and CCD.
- File the Heavy Highway Use Tax with the IRS and submit proof of payment of Heavy Highway Use Tax (2290) form to CCD IRP Unit. The proof of payment must be received within 60 days of the vehicle(s) being registered. Motor carriers risk being suspended if the proof of payment is not submitted timely for CCD.
- Insurance and authority. If you are a for-hire carrier you must have valid insurance and authority on file before we will process your application.
- Motor carriers with a business located in the Clackamas, Washington, or Multnomah counties may be subject to Oregon Department of Environmental Quality (DEQ) Diesel Emissions Identification Program requirements. Motor carriers can self certify a vehicle exemption prior to registration and renewal by submitted a Diesel Retrofit Compliance Program Application Exemption (form 9997) with IRP application forms to the CCD IRP Unit.
PRISM
By state law, Oregon participates in the federal Performance and Registration Information Systems Management (PRISM) program. The program was developed to support motor carrier safety goals. If a carrier receives a federal out-of-service order for unsatisfactory safety compliance, IRP registration is suspended until the out-of-service order is lifted.
