Small City Allotment Program

The Small City Allotment (SCA) program is an annual allocation of state funds for local transportation projects. Incorporated cities with populations of 5,000 or less are eligible to apply. SCA funds may only be used upon streets that are "inadequate for the capacity they serve or are in a condition detrimental to safety" (ORS 366.805). Each project will be evaluated and scored on existing conditions and proposed improvements. Projects compete only against other projects within the same region.

2024 Project Solicitation
The 2024 application period concluded on August 31, 2024, and resulted in 74 project proposals statewide. ODOT personnel are performing on-site project evaluations between September 1st and October 31st. The results will be presented to the Advisory Committee in early November and publicly announced shortly after that meeting.

Next Application Cycle
Multiple cities have requested that we run the application period earlier in the year, and we listened. The 2025 application period will run from March 3rd thru April 30th. This will give those cities whose projects were not selected in the current cycle to get a “second chance” because, as in the previous year, cities must have any existing SCA project completed prior to being able to reapply.

Small City Allotment Advisory Committee
We currently have open Advisory Committee positions; one in Region 1 and the other in Region 5.  Eligible applicants must be affiliated with an eligible city (incorporated city with a population of 5,000 or less) within the Region for the position they are applying.
