Interagency Council on Immigrant and Refugee Coordination

Governor Kotek issued executive order 26-04 in January 2026 creating the Interagency Council on Immigrant and Refugee Coordination (ICIRC) to strengthen how Oregon supports our communities during a time of heightened federal immigration activities enforcement. Made up of key state agency leaders, ICIRC was created to help agencies respond together, rather than separately, when issues affect multiple systems, improving coordination, communication and alignment while upholding Oregon’s Sanctuary Promise Law

Oregon is ho
me to more than 400,000 immigrants, representing nearly 10% of the state’s population and approximately 13% of its workforce. Recent increases in federal immigration activities and policy changes have created fear and disruption for families and communities across the state, impacting access to food, healthcare, education and other essential services. Because these challenges often span multiple systems, a lack of coordination can lead to confusion, inconsistent guidance, and uneven experiences. ICIRC addresses this by creating a shared approach across agencies. 

The Governor’s Office has asked the Office of Immigrant and Refugee Advancement (OIRA) to coordinate this work. The ICIRC is developing a shared framework to help agencies understand impacts in real time and respond consistently. This work will inform recommendations for the Governor and support a coordinated, scalable model that strengthens alignment across agencies and builds trust with communities.
