How do I know if I need to file a "No Payroll" report?

If your account is open, you must file a Quarterly Combined Payroll Report. If your business closes or you no longer have employees, send us a Business Change in Status Form to update your account if you haven't already. You can send the form through your Frances Online account.

Filing "No Payroll" reports through Frances Online

If you do not have payroll to report for a quarter, the most efficient way to file your
no-payroll report is directly through your Frances Online account.

You can file "no payroll" reports for current or past quarters. 






Can I file my "No Payroll" report by phone?
If you do not have a Frances Online account, you can file your "no payroll" report by calling 503-378-3981. The automated system will lead you through the steps to send your "no payroll" report for Unemployment Insurance, State Withholding, Statewide Transit, TriMet, Lane Transit District and the Workers' Benefit Fund (WBF) assessment. This system is available 24 hours a day.

You can file "no payroll" reports for current or past quarters. You will need your Business Identification Number (BIN) in order to send your report by phone.

Can I file other Payroll Reports by phone?
No. Reporting by phone is only for "no payroll" reports. Once you have payroll again, you can use Frances Online, Click here to go to Frances Online to fill out your combined reports electronically.
