The Project Portfolio Management (PPM) tool is intended to enhance statewide governance as implemented under the leadership of the State Chief Information Officer.
Oregon executive branch agencies, boards and commissions are required (unless exempted by statute) to use this tool for oversight project reporting. The PPM tool is the system of record for the oversight process. Enterprise-wide IT project reporting to the legislature, the governor’s office, and the public is based on data in PPM so it is important that this information is accurate and up to date.
Full project management functionality is available to agencies who decide to use the tool beyond oversight project reporting to EIS/P3. If your agency is interested in using additional PPM functionality like timesheets or resource capacity planning, please work with the PPM administrators to make those features available.
IT Project Summaries Dashboard
In
collaboration with our EIS Data Governance & Transparency team, EIS recently published an
IT Project Summaries dashboard, designed to provide insight and information to agencies and the public about current projects under P3 oversight in accordance with our oversight policy.- This dashboard is a continuation of the project transparency work underway within EIS. P3 involvement started with the publication of the
EIS IT Project Portfolio dataset, published since October of 2020. The dataset and dashboard are updated monthly with data from the PPM tool.
- The data presented on these dashboards is obtained directly from each listed agency. Questions about projects within this dataset should be directed to the Agency managing the project.

How to get access to the PPM tool
State employees or authorized contractors who are responsible for submitting documentation for the oversight process will need full edit rights in PPM. View only accounts are also available.
NOTE: It is the responsibility of the agency to notify P3 if an employee no longer needs access to PPM (i.e. leaves the agency, retires, or promoted) to ensure access rights are removed in a timely manner.

Request Full Edit Access
To request access for full edit rights to the PPM tool, complete the following steps:
Step 1: Request access to test system
Request a test user account by emailing PPM Administrators at
ppm.info@das.oregon.gov. Please include your OR number and manager approval in your request.
Step 2: Complete training activities
After you receive your login credentials for the test system, complete the activities in the following order within 60 days:
- Watch the
IT Investment Oversight Process webinar
- Watch the PPM tool how-to videos series in the
Project Investments category.
- Create an idea and convert it to a project in the test system.
- Complete the
scavenger hunt worksheet.
Step 3: Request access to production system
After completing all activities in Step 2, send email request to PPM Administrators with completed scavenger hunt.
NOTE: The training is designed to give you access to the PPM tool as soon as possible. If the training activities are not completed within 60 days of receiving your login credentials for the test system, those credentials will be inactivated and manager approval will be required to regain access.

Project Investments
Project means “a temporary endeavor undertaken to create a unique product, service, or result." Typically, projects have project managers assigned, are approved by agency governance, and are officially chartered.
Program Investments
Program is “defined as a group of related projects, subsidiary programs, and program activities managed in a coordinated manner to obtain benefits not available from managing them individually." Programs may include any number of project and non-project investments.
