Pre-application meetings with the Department of State Lands, Department of Environmental Quality, U.S. Army Corps of Engineers, and other regulatory agencies are available to prospective
removal-fill or 404/401 Water Quality Certification permit applicants with large, complex, or controversial projects.
During meetings, held monthly, prospective applicants have one hour to meet with multiple state and federal partners at once to discuss projects and receive feedback in preparation to submit a permit application.
Participating agencies can help provide feedback on areas in which project plans may need more information. Agencies can also identify aspects of a project that may not be eligible for permitting.
Projects that are Candidates for Pre-Application Meetings
Pre-application meetings are ideal for large, complex, or controversial projects that have draft or conceptual plans but have not yet applied for a permit. Complete the
pre-application meeting screening matrix and reference the
matrix user’s guide to help determine whether a pre-application meeting is necessary.
Projects that may be candidates for multi-agency pre-application meetings include:
- Projects in which multiple resources, like rivers and wetlands, may be affected.
- Projects in which there are resources that are regulated by multiple state or federal agencies.
- Projects with multiple landowners and complex situations.
- Projects that may be considered contentious.
- Projects with complex
mitigation.
- Projects that may affect
cultural resources.
Attend a Pre-Application Meeting
Pre-application meetings take place on the third Wednesday of the month from 1- 2 p.m. Anyone interested in attending should first complete the
matrix and
matrix user’s guide. Then, contact the Department of State Lands, Department of Environmental Quality, or the U.S. Army Corps of Engineers to discuss the project, inquire about the level of review needed, and request a schedule of upcoming pre-application meetings.
2025 Meeting Schedule Meetings are held on the third Wednesday of every month from 1 to 3 p.m. Project discussion will occur between 1 to 2 p.m., or from 2 to 3 p.m. All meetings are held virtually.

Preparing for a Pre-Application Meeting
After receiving a confirmation about your scheduled pre-application meeting, you will be emailed a set of
input questions to complete. Email responses to your DSL, DEQ, or U.S. Army Corps contact at least
one week prior to your scheduled meeting. Include any project maps or conceptual drawings that would assist in providing clarity on project details or objectives.
Review
common pre-application meeting discussion topics and come to your pre-application meeting prepared to discuss them and ask for meaningful input.
