About public records
Oregon statutes allow anyone the right to inspect any public record that is not exempt from disclosure, regardless of requester’s intent. A request under the Federal Freedom of Information Act (FOIA) is fulfilled under Oregon public records law; however, FOIA time frames and provisions don’t apply.
A public record is any writing that contains information relating to the conduct of the public's business, including but not limited to court records, mortgages, and deed records, prepared, owned,
used or retained by a public body regardless of physical form or characteristics.
Writing means
handwriting,
typewriting,
printing,
photographing,
and
every
means
of
recording,
including
letters, words, pictures, sounds, or symbols, or combination thereof, and all papers, maps, files, facsimiles, or electronic recordings.
Fees
There may be fees associated with fulfilling a records request. The Department of Revenue waives a minimum of 30 minutes of staff time for all Public Records Requests after which fees may be assessed for additional staff time.
