Overview
All communities in Oregon feel the economic impacts of COVID-19. During the
2021 Session the Governor directed $240 million of CSFRF funding to members of the legislature to decide how it
would be used in their districts. Each state senator was assigned $4 million,
and each representative was assigned $2 million. The Legislature allowed each
region to identify the priority investments within their area. These priorities
were reported to their legislative representatives and then approved as a total
package. The Oregon Department of Administrative Services (DAS) manages these
projects as part of the $2.6 billion ARPA CSFRF award to the state of Oregon.
Legislation
The funding was passed in HB 5006 Section 74: HB5006 (oregonlegislature.gov)
SECTION 74. Notwithstanding any other law limiting expenditures, the amount of $240,000,000 is established for the biennium beginning July 1, 2021, as the maximum limit for payment of expenses by the Oregon Department of Administrative Services from American Rescue Plan Act Coronavirus State Fiscal Recovery Fund moneys received by the Oregon Department of Administrative Services, for the purpose of allocating $4,000,000 to each member of the Senate and $2,000,000 to each member of the House of Representatives to provide grants to respond to the COVID-19 public health emergency and its economic impacts.
