American Rescue Plan Act - State Fiscal Recovery Fund

The Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program, a part of the American Rescue Plan (ARPA), delivers $350 billion to state, local, and Tribal governments across the country to support their response to and recovery from the COVID-19 public health emergency. The U.S. Treasury awarded approximately $6.4 billion in total to the state of Oregon through direct awards to local governments, and two grant programs including Coronavirus Relief Fund and the State and Local Fiscal Recovery Fund (SLFRF) received by the Oregon Department of Administrative Services (DAS). 

The COVID Fiscal Relief Team (CFRT) manages $2.6 billion of the ARPA SLFRF for statewide priorities and targeted projects in communities across the state. CFRT is partnering with 18 Oregon state agencies and directly managing around 300 projects that collectively impact every legislative district in the state. 

All of the $2.6 billion in SLFRF funds have assigned to projects by the Oregon Legislature.

Changes to the Federal Audit Clearinghouse

CSFRF funds in Eligibility Categories 1-5 and 7 are subject to SEFA and Single Audit requirements. 

The U.S. General Services Administration is supporting the transition of the Federal Audit Clearinghouse from the U.S. Census Bureau to GSA on October 1, 2023. 

The National Association of State Auditors, Comptrollers, and Treasurers is hosting a webinar on July 27, 2023, that will demonstrate the new, streamlined system, provide information on changes and updates to the FAC submission process, and include a Q&A session.

All communities in Oregon feel the economic impacts of COVID-19. During the 2021 Session the Governor directed $240 million of CSFRF funding  to members of the legislature to decide how it would be used in their districts. Each state senator was assigned $4 million, and each representative was assigned $2 million. The Legislature allowed each region to identify the priority investments within their area. These priorities were reported to their legislative representatives and then approved as a total package. The Oregon Department of Administrative Services (DAS) manages these projects as part of the $2.6 billion ARPA CSFRF award to the state of Oregon.​​

The funding was passed in HB 5006 Section 74:  HB5006 (oregonlegislature.gov)

SECTION 74. Notwithstanding any other law limiting expenditures, the amount of $240,000,000 is established for the biennium beginning July 1, 2021, as the maximum limit for payment of expenses by the Oregon Department of Administrative Services from American Rescue Plan Act Coronavirus State Fiscal Recovery Fund moneys received by the Oregon Department of Administrative Services, for the purpose of allocating $4,000,000 to each member of the Senate and $2,000,000 to each member of the House of Representatives to provide grants to respond to the COVID-19 public health emergency and its economic impacts.

The Oregon Department of Administrative Services (DAS) was directed to manage $2.6 billion of ARPA CSFRF funding received by the State of Oregon.  This includes funding transferred to 18 state agencies to accomplish a wide range of projects including transportation projects, parts of the Future Ready Program, water and sewer projects across the state, behavioral health projects including support for the state hospitals, behavioral health professionals and new facilities.  ​

Other state agencies provided direct payments and rental assistances to families impacted by COVID 19. DAS transferred funding to Oregon State Police, Oregon Youth Authority, Department of Public Safety, Standards and Training, Department of Justice and Oregon Judicial Department to support their operations.

The Oregon Legislature also provides ARPA CSFRF funding to DAS for three internal purposes and two external projects.  First, funding to support the four member COVID Fiscal Relief Team which makes sure the Legislature's direction on funding use is followed, keeps track of the grant recipients' projects and monitors for compliance with federal and state requirements, provides assistance and answers questions from  other state agencies and  grant recipients, and submits required reports to the US Treasury. Second, the Enterprise Information Services has several projects to support the Enterprise Broadband and Cybersecurity Modernization Program. Third, the Chief Human Resources Office has a small grant to expand Workday functionality. 

DAS received $3 million to pass through to the Pendleton Round-Up Foundation for the second phase of the Blue Mountain Community College's Facility for Agricultural Resource Management and $2 million for the Special Districts Association of Oregon to fund capital infrastructures and/or equipment projects for Special Districts located within Oregon House District 7 as it existed in 2021.  ​

​DAS was appropriated $33,565,163, $5 million of which was passed through to other entities.
