A 1997 legislative committee on information management and technology joined with the DAS Director to set up the board. The DAS CAO sponsors the board. The sponsor counsels the board on PM and business analyst policies, processes, and best practices. The board promotes Project Management Institute (PMI) principles. It recognizes this as the standard way of working in Oregon state government.
