The division provides full or limited electrical, mechanical, plumbing, and structural building department services for Umatilla County and the following cities within the county:

Staff members in the Pendleton field office are available to provide plan review, permitting, and inspection services. Homeowners and contractors may submit construction plans for review after obtaining approval from local planning and Department of Environmental Quality (DEQ) agencies. Permits are issued and inspections performed to ensure construction meets state building codes and safety standards.

Important ready-build plan information

The ready-build plans posted here are outdated, and were originally designed using prior iterations of the state building code. If a local building official chooses to allow the use of an outdated ready-build plan prepared under previously effective codes, they are responsible for verifying that it is in compliance with the currently adopted codes and any site-specific conditions. Accounting for any necessary compliance review time regarding local allowance of the outdated plans is subject to local policies and procedures, as further established by the building official.
