Qualified employee (QE) course

Course description

Pursuant to SB 866 (2021), building departments who have continued to use a contract building official (also known as a “third-party building official”) to perform building official duties after January 1, 2022, must designate and maintain a “Qualified Employee” to review and ratify or disapprove any discretionary decisions of the third-party building official. 

Pursuant to ORS 455.202, any designated Qualified Employees must complete a basic training course provided by the Building Codes Division prior to exercising oversight over a contract building official and complete an advanced training course provided by the Division within 180 days after the individual’s designation as a Qualified Employee by the building department.

Prerequisites

This course is mandatory for Qualified Employees who review and ratify or disapprove any discretionary decisions of a third-party building official.

  • Individual is employed by a municipality and has been appointed to review and ratify or disapprove any discretionary decisions of a third-party building official.
  • Individual must complete the basic training course prior to reviewing, ratifying, or disapproving any discretionary decisions of a third-party building official.
Advance course completion is required within 180 days after the individual’s designation as a Qualified Employee by the building department.
